Sheikh Maktoum meets BPCE CEO to discuss UAE’s financial ecosystem growth

Sheikh Maktoum Bin Mohammed Bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Minister of Finance, met with Nicolas Namias, CEO of France’s BPCE, to discuss the UAE’s evolving role as a global financial hub. The meeting underscored the UAE’s commitment to enhancing its financial ecosystem, aiming to attract leading global institutions and foster investment opportunities.

During the discussions, Sheikh Maktoum emphasized Dubai’s strategic initiatives to position itself among the world’s top four financial centers, as outlined in the Dubai Economic Agenda, D33. This agenda aims to bolster the financial services sector and expand the capital markets ecosystem, targeting a combined stock market value of Dhs3 trillion.

The meeting also explored avenues for deeper cooperation in banking and financial services, particularly in light of recent shifts in the global financial landscape. Sheikh Maktoum noted Dubai’s proactive approach to emerging trends, supported by its robust regulatory framework and world-class infrastructure, which have solidified its status as a leading financial center.

Groupe BPCE, which ranks as France’s second-largest banking group, reported a net banking income of €25.7 billion for 2025, reflecting a 10% year-on-year increase. The group operates in over 50 countries and serves approximately 36 million customers, with its regional operations based in the Dubai International Financial Centre (DIFC).

The meeting was attended by several key figures, including Mohamed Bin Hadi Al Hussaini, Minister of State for Financial Affairs, and Helal Saeed Almarri, Director-General of Dubai Department of Economy and Tourism, highlighting the collaborative efforts among UAE leadership to enhance the financial sector.

In a related context, Sheikh Maktoum’s previous meeting with Rob Lucas, CEO of CVC Capital Partners, also focused on advancing the financial services sector in the UAE, showcasing Dubai’s growing appeal to private equity firms and its strategic objectives for future growth.

As the UAE continues to strengthen its financial ecosystem, the collaboration with international banking leaders like BPCE is expected to play a crucial role in driving innovation and investment in the region. According to Gulf Today, these discussions reflect a broader commitment to establishing the UAE as a pivotal player in the global financial landscape.
