UAE Establishes National Committee to Strengthen Documentation of Iranian Aggression and International Crimes

His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister, and Chairman of the Presidential Court, has announced the formation of the National Committee for Documenting Acts of Aggression, International Crimes, and Resulting Damages through Resolution No. (4) of 2026. This initiative aims to systematically document acts of aggression and international crimes attributed to Iran, along with the resultant damages affecting the UAE’s territory, citizens, visitors, and residents.

The establishment of this committee underscores the UAE’s commitment to maintaining high legal and technical standards in documenting violations. The committee will be chaired by the UAE Attorney General, ensuring that the documentation process is thorough and reliable.

Broad Membership and Institutional Integration

The newly formed committee comprises representatives from key federal ministries and local entities, demonstrating a collaborative approach that integrates security, judicial, technical, and economic authorities. This broad representation is designed to enhance the accuracy and comprehensiveness of the documentation process.

The resolution empowers the committee to engage national and international experts as needed. It mandates adherence to the Constitution, applicable laws, and internationally recognized standards for documenting international crimes. This institutional integration aims to bolster the effectiveness of the committee’s work.

Precise Mandates in Accordance with International Standards

The committee is tasked with a comprehensive mandate that includes documenting and monitoring incidents related to Iranian aggression. This involves careful verification of the nature, timing, and circumstances of each event to create a coherent account of occurrences.

Additionally, the committee will assess various forms of damage—human, material, and economic—using approved technical methodologies. It will also document casualties and injuries based on reliable official data. The collection and analysis of evidence, documents, and technical reports will follow national and international standards to ensure the integrity of the legal chain of custody, enhancing the reliability and admissibility of evidence.

Coordination with local entities and communication with relevant international organizations will further support the accuracy and credibility of the documentation efforts.

Secure Technical System for Protecting Evidence

The resolution also establishes a technical secretariat to facilitate the committee’s operations and implement its decisions. This secretariat will create a secure central database for collecting, preserving, and classifying evidence and related reports.

Advanced technical systems will manage the database to ensure data integrity, prevent tampering, track access and modifications, maintain backup copies, and document the chain of custody for both physical and digital evidence. This secure framework is essential for preserving the integrity of the documentation process.

Supporting and Strengthening the UAE’s Legal Path at the National and International Levels

The formation of this committee reflects the UAE’s dedication to upholding the rule of law and safeguarding human rights. By ensuring thorough documentation of violations, the committee aims to support justice and protect rights.

The outcomes of the committee’s work are expected to bolster the UAE’s legal efforts on both national and international fronts. A comprehensive documentation file will be prepared to support accountability procedures, based on evidence that meets internationally recognized standards.
