Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has approved the Urban Centres Development Plan, which involves an investment of over AED2 billion (approximately $544.6 million). This initiative aims to enhance the real estate value of targeted urban centers in Dubai by AED20 billion by 2040, as announced during a recent meeting of The Executive Council of Dubai.
The Urban Centres Development Plan, overseen by the Supreme Committee for Urban Planning and Dubai Municipality, encompasses six main urban centers and 42 supporting sub-centers, representing 12 percent of Dubai’s urban area. The plan is designed to create integrated communities that foster sustainable growth and meet the aspirations of residents.
Strategic Goals of the Development Plan
With a focus on three key pillars—quality of life, economic returns, and infrastructure efficiency—the plan aims to concentrate population and jobs around mass transit stations. It seeks to increase the percentage of residents living near metro stations from 52 percent to 74 percent and improve public services coverage from 74 percent to 85 percent. These enhancements are expected to facilitate better access to services and public transport, thereby strengthening the integration of urban centers.
Sheikh Hamdan emphasized the importance of this initiative, stating, “To sustain this model, we are investing in urban centers to develop integrated communities that meet people’s aspirations and support sustainable growth.” He noted that the plan is not just an investment in infrastructure but also in the future of Dubai, reinforcing its position as a city that prioritizes the well-being of its residents.
Complementary Policies for Sustainable Growth
In addition to the Urban Centres Development Plan, The Executive Council also approved the Sustainable Population Planning Policy. This policy aims to align demographic shifts with economic and urban development, ensuring that growth is balanced with infrastructure efficiency and quality of life. It utilizes data and population forecasts to guide future service and facility needs, thereby enhancing the sustainability of existing infrastructure.
Sheikh Hamdan highlighted that this policy will support job growth in high-productivity sectors, aligning with the Dubai Economic Agenda, D33. The goal is to attract talent and skills, increase average incomes, and bolster Dubai’s economic competitiveness.
As part of its commitment to advancing digital services, the Council also approved a Digital Authorisation System. This system will allow individuals and companies to authorize transactions digitally, enhancing the efficiency and security of government services.
According to Economy Middle East, these initiatives reflect Dubai’s ongoing efforts to create a vibrant, people-centric urban environment that meets the needs of its diverse population.
