Riyadh has achieved a significant milestone by entering the world’s top 100 innovation clusters for the first time, according to the World Intellectual Property Organization (WIPO). The Saudi capital ranked 92nd in the 2026 Global Innovation Index Innovation Cluster Ranking, moving up from 101st place in 2025. This advancement reflects Saudi Arabia’s increasing investment in research, technology, startups, and intellectual property, as reported by Economy Middle East.
Riyadh’s inclusion in the top 100 is particularly notable as it is the only Gulf city to achieve this ranking. The city’s position was bolstered by 419 venture-capital deals and 162 international patent applications, highlighting a robust environment for innovation and entrepreneurship.
Riyadh’s Innovation Landscape
The ranking signifies a substantial improvement for Riyadh, which narrowly missed the top 100 last year. WIPO noted that Riyadh and Fuzhou in China were the two new entrants to the top 100 in 2026. The ranking is based on a comprehensive analysis of inventors, scientific authors, and companies receiving venture-capital funding, rather than just administrative boundaries.
Key contributors to Riyadh’s innovation ecosystem include SABIC Global Technologies, which led in patent applications, and King Saud University, recognized for its scientific publications. Other notable institutions driving research include Princess Nourah bint Abdulrahman University and Prince Sultan University, alongside major corporate players like SABIC and Aramco.
Understanding WIPO’s Ranking Methodology
WIPO’s innovation cluster ranking differs from its country-level Global Innovation Index, focusing instead on geographic concentrations of innovative activity. The 2026 ranking utilized data from patent applications, scientific publications, and venture-capital investments spanning several years, reflecting a sustained commitment to innovation rather than just recent developments.
Global Context and Future Prospects
Globally, the Shenzhen-Hong Kong-Guangzhou cluster maintained its top position, followed by Tokyo-Yokohama and San Jose-San Francisco. The concentration of innovation activity remains high in Asia-Pacific, Europe, and North America, with Riyadh’s entry into the top 100 underscoring its growing significance in the Middle East and North Africa region.
WIPO’s Director General, Daren Tang, emphasized the importance of collaboration among research institutions, companies, and investors in fostering innovation. Riyadh’s recent initiatives, including the launch of the Riyadh Digital Innovation District, aim to further enhance its technology ecosystem and attract international talent and investment.
As Saudi Arabia continues to invest in research and development, the Kingdom aims to increase its spending on innovation to 2.5% of GDP by 2040, positioning itself as a leader in generating and exporting technology and innovation.
