Dubai’s dedication to digital transformation has reached a remarkable milestone, with the city ascending eight places to achieve a global ranking of 4th in the IMD Smart City Index 2025. This significant leap reinforces Dubai’s status as the highest-ranked city in the GCC, the Arab world, and Asia, further establishing its place as a global leader in smart city development and future-ready urban innovation.
Robust Performance Across Key Metrics
In the latest Smart City Index report, Dubai has exhibited impressive performance across vital indicators. The city’s satisfaction score for booking medical appointments online, for instance, stands at an impressive 84.5 out of 100. Similarly, 86.5 percent of residents express confidence in internet speeds meeting their communication needs, and 85.4 percent are satisfied with the online processing of identification documents. Other notable results include a score of 82.8 for the quality of health services, 83.4 percent satisfaction with green spaces, 84.3 percent for recycling services, and 86.5 percent for cultural activities.
Advancements in Technology Governance
The 2025 report showcases Dubai’s progress in 16 out of 20 technology indicators, with advancements across all four pillars of technology governance. These achievements reflect a sustained commitment to innovation and excellence in smart city initiatives. The IMD Smart City Index, produced by the IMD World Competitiveness Centre, serves as a recognized tool assessing how effectively cities utilize digital technology to enhance the quality of life for their residents. It evaluates cities based on critical pillars such as health, mobility, activities, governance, and opportunities, relying on direct feedback from residents regarding their perceptions of city services.
Collaborative Efforts Driving Success
Mattar Al Tayer, Director General and Chairman of the Board of Executive Directors of Dubai’s Roads and Transport Authority (RTA), emphasized that Dubai’s impressive ranking is a testament to the collective efforts among government entities and private sector partners. “This milestone,” he said, “reflects Dubai’s strategic commitment to harnessing cutting-edge technologies to deliver high-quality services and enhance the well-being of its residents.”
Outperforming Leading Global Cities
Al Tayer noted that RTA’s contributions have significantly bolstered Dubai’s Smart City Index ranking, outperforming the transport sectors of major cities like Zurich, Oslo, and Geneva. This success is attributed to excellence across three core mobility pillars: vehicle-sharing applications, with a 67.9 percent utilization rate; smart parking search applications at 73.8 percent; and bicycle rental applications, which boast a 70 percent usage rate. Furthermore, advancements in digital infrastructure have allowed for smoother traffic management, increasing efficiency and reducing congestion by as much as 25 percent.
Pursuing a Vision for Autonomous Transport
The RTA is actively progressing in implementing a comprehensive digital transformation roadmap that aligns with the Fourth Industrial Revolution. The goal is to convert 25 percent of all mobility trips in the city into autonomous journeys by 2030. Al Tayer’s vision extends to the Digital Strategy 2023-2030, featuring 82 projects with a total investment of AED 1.6 billion, aimed at solidifying RTA’s global leadership in digital transformation.
AI-Driven Mobility for the Future
The RTA has also embraced its Artificial Intelligence Strategy 2030, aimed at establishing an integrated, interconnected ecosystem that enhances quality of life in Dubai. This strategy features 81 projects and initiatives focusing on key areas such as customer happiness, seamless mobility, intelligent traffic management, and asset excellence. Lieutenant General Abdullah Khalifa Al Marri, commander-in-chief of Dubai Police, emphasized that Dubai’s rapid advancements in adopting global best practices in AI and smart technologies are pivotal in achieving this high ranking, ensuring both safety and quality of life for residents.
