DEWA Accelerates AI Integration at Second Agentic AI Retreat in World’s Smartest Government Building
Saeed Mohammed Al Tayer, Managing Director and CEO of Dubai Electricity and Water Authority (DEWA), highlighted the authority’s commitment to integrating advanced Agentic AI technologies during the recent Agentic AI Executive Retreat. The event took place at Al Shera’a, DEWA’s new headquarters, recognized as the tallest, largest, and most intelligent net-positive government building globally. The retreat gathered DEWA’s executive leadership and key stakeholders in digital transformation and artificial intelligence, alongside representatives from SAP and McKinsey.

In his address, Al Tayer noted that DEWA’s initiatives are aligned with the directives of the UAE’s leadership, including President His Highness Sheikh Mohamed bin Zayed Al Nahyan, Vice President and Prime Minister His Highness Sheikh Mohammed bin Rashid Al Maktoum, and Crown Prince H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. These directives focus on the implementation of Agentic AI, which is designed to facilitate autonomous execution and decision-making processes.
This strategic alignment supports the UAE Government’s objective to be the first globally to deploy Agentic AI models extensively. Al Tayer emphasized that DEWA embarked on its AI journey in 2017, aiming to transform into a leading digital organization within the global utilities sector.
Comprehensive AI Integration Across Operations
Al Tayer elaborated on DEWA’s extensive use of AI throughout its value chain, which encompasses Generation, Transmission, and Distribution. The authority is leveraging disruptive technologies from the Fourth Industrial Revolution, including AI, to enhance its services and operations. Investments in advanced digital infrastructure are aimed at accelerating digital transformation, improving operational efficiency, and enhancing stakeholder satisfaction.
Since launching its AI roadmap, DEWA has focused on integrating AI into all operational aspects. The authority has achieved significant milestones, becoming one of the first globally to adopt generative AI and ChatGPT technologies. DEWA has pioneered the use of these platforms, marking its position as the first government entity and utility worldwide to offer services through AI platforms, thus moving beyond traditional digital service models.
Innovative Applications and Technological Advancements
DEWA has also made strides in adopting innovative technologies. It became the first government entity globally to implement Google’s NotebookLM model for producing podcast content from press data, significantly reducing content production costs and expanding its reach. In 2026, DEWA was the first in the UAE to introduce a “Collaborative Work Agent” within the Microsoft 365 ecosystem and the first utility worldwide to provide services via ChatGPT applications.
The authority continues to broaden its AI applications across various sectors. This includes utilizing digital twin technologies to enhance operational efficiency in generation, smart substation systems in transmission for real-time insights, and automated power restoration systems in distribution that operate without human intervention. AI and deep learning are also employed for solar power forecasting, improving accuracy in energy management.
Enhanced Customer Experience Through AI
One of the notable achievements from DEWA’s AI-driven transformation is the reduction of security deposit refund times from four days to just eight minutes, achieved without human intervention. This reflects DEWA’s commitment to delivering an exceptional digital customer experience. In 2025, the authority recorded a 98.9% score in the Dubai Government’s real-time Happiness Index. Additionally, DEWA’s virtual assistant, “Rammas,” has effectively managed over 13 million customer inquiries since its launch in 2017 through May 2026.
Al Tayer underscored the importance of collaborative efforts to implement plans that yield tangible results and drive continuous improvements in efficiency. This commitment supports DEWA’s future objectives and reinforces its leading position in AI adoption among utilities worldwide.
