DEWA Accelerates AI Integration at Second Agentic AI Retreat in World’s Tallest Smart Government Building
Dubai, UAE – HE Saeed Mohammed Al Tayer, Managing Director and CEO of Dubai Electricity and Water Authority (DEWA), highlighted the organization’s commitment to integrating cutting-edge Agentic AI technologies. This initiative aligns with DEWA’s vision to enhance its leadership role and solidify Dubai’s status as a forward-thinking city. Al Tayer made these remarks during the Agentic AI Executive Retreat held at Al Shera’a, DEWA’s new headquarters, recognized as the tallest, largest, and smartest net-positive government building globally. The event gathered DEWA’s executive leadership and key stakeholders in digital transformation and artificial intelligence, along with representatives from SAP and McKinsey.
Strategic Guidance from UAE Leadership
In his address, Al Tayer emphasized that DEWA’s efforts are guided by the directives of HH Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE; HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai; and HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of Dubai. These directives relate specifically to the implementation of Agentic AI, which supports the UAE Government’s framework aimed at enabling autonomous execution and decision-making. This initiative is part of the broader goal for the UAE to be the first nation globally to deploy Agentic AI models extensively.
DEWA’s AI Journey and Technological Advancements
Al Tayer noted that DEWA embarked on its AI journey in 2017, demonstrating a strong commitment to evolving into a digital organization that leads innovation in the global utilities sector. He stated that DEWA has integrated AI across its entire value chain, including Generation, Transmission, and Distribution. The organization employs disruptive technologies from the Fourth Industrial Revolution, investing in advanced digital infrastructure to accelerate digital transformation, improve efficiency, and enhance stakeholder satisfaction.
Since launching its AI roadmap to become the world’s first AI-native utility, DEWA has made significant strides in integrating AI into its operations and services. The organization has been among the first globally to adopt generative AI and ChatGPT technologies, becoming the first government entity and utility to offer services through these AI platforms, thus moving beyond traditional digital service models.
Innovative Applications and Industry Firsts
DEWA has also achieved notable milestones in AI application. It became the first government entity globally to adopt Google’s NotebookLM model for producing podcast content from press data, significantly reducing content production costs and expanding its reach to a global audience. In 2026, DEWA implemented a “Collaborative Work Agent” within the Microsoft 365 ecosystem, marking it as the first government and utility worldwide to provide services via ChatGPT applications.
The organization continues to expand its AI applications across various sectors. This includes implementing digital twin technologies to enhance operational efficiency in generation, smart substation systems in transmission for real-time insights, and automated power restoration systems in distribution that operate without human intervention. DEWA also employs AI and deep learning for solar power forecasting, improving accuracy, and enhancing data centers, cybersecurity, employee experience, and advanced analytics through Microsoft Power BI.
Enhancing Customer Experience and Operational Efficiency
A significant outcome of DEWA’s AI transformation is the reduction of security deposit refund times from four days to just eight minutes, achieved without human intervention. This advancement underscores DEWA’s commitment to delivering exceptional digital customer experiences. In 2025, DEWA achieved a 98.9% score in the Dubai Government’s real-time Happiness Index. Additionally, DEWA’s virtual assistant, “Rammas,” has effectively handled over 13 million customer inquiries since its launch in 2017.
Al Tayer reiterated the importance of collaborative efforts to implement plans that yield tangible results and drive continuous improvements in efficiency. This commitment supports DEWA’s future directions and reinforces its leadership position in AI adoption among global utilities.
Insights from Industry Leaders
The retreat featured sessions led by McKinsey on the adoption of Agentic AI within the utility sector, as well as a presentation by SAP on the capabilities of AI agents in utilities. DEWA’s heads of departments also showcased various AI initiatives aimed at enhancing operational efficiency.
