37 Entities and 103 Initiatives Honoured for Innovation and Excellence at Abu Dhabi Award Ceremony
Abu Dhabi: His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council, recently honoured the winners of the Abu Dhabi Award for Excellence in Government Performance (ADAEP). The ceremony took place at the Abu Dhabi National Exhibition Centre (ADNEC) and was attended by prominent figures including Sheikh Khalid bin Saud bin Saqr Al Qasimi, His Excellency Sheikh Khalifa bin Tahnoon bin Mohammed Al Nahyan, His Excellency Dr. Ahmed Mubarak bin Nawi Al Mazrouei, and His Excellency Dr. Sultan Ahmed Al Jaber, among other senior officials and members of the award’s grand jury.
His Highness recognised the winning entities for their commitment to institutional excellence, the adoption of best government practices, and the development of innovative solutions that have significantly enhanced performance efficiency and service quality. These accomplishments align with the Abu Dhabi Government’s objectives and bolster its competitive edge.
Sheikh Khaled bin Mohamed bin Zayed Al Nahyan highlighted that the Abu Dhabi Award for Excellence in Government Performance embodies an institutional approach that reflects the leadership’s vision of fostering a culture of excellence, innovation, and positive competition. He noted that the award promotes excellence as a fundamental aspect of the government ecosystem, facilitating a shift towards proactive services that anticipate and meet societal needs and aspirations.
Overview of Award Categories and Evaluation Process
In this award cycle, 37 entities and 103 collaborative initiatives were evaluated across six awards in two distinct tracks: three Excellence Awards for the highest-performing government entities and three Collaborative Initiatives Awards recognising projects that advance cross-entity partnerships and innovation.
The evaluation process involved over 90 local and international experts, alongside a technical jury and a grand jury composed of distinguished leaders from both the Abu Dhabi public sector and international private sectors. This multi-stage assessment process was enhanced by AI-enabled insights, ensuring that government performance recognised delivers genuine and lasting public value.
Top Performers in the Excellence Award Track
In the Excellence Award track, the Department of Health – Abu Dhabi (DoH) emerged as the top performer, followed by Abu Dhabi Police in second place and the Department of Culture and Tourism – Abu Dhabi (DCT) in third place.
DoH was acknowledged for its significant public value contributions, including a reduction in national infant mortality rates from 6.8 to 3.8 per 1,000 births over the past two years and achieving world-leading in vitro fertilisation (IVF) success rates of 56 percent.
Abu Dhabi Police, ranked second, showcased strong governance through community-focused initiatives, such as the ‘We Are All Police’ campaign, which mobilised over 80,000 volunteers from 160 nationalities. The police force also achieved a reduction in average emergency response times to 6.25 minutes by 2025.
In third place, DCT implemented a cohesive strategy that increased visitor numbers and enhanced tourism’s contribution to the GDP. The department’s effective global promotion of Emirati culture and heritage led to the recognition of three new elements added to UNESCO’s Intangible Cultural Heritage list.
Recognising Collaborative Initiatives
In the Collaborative Initiatives Award category, several initiatives that fostered cross-entity partnerships, innovation, and public impact were also acknowledged. The Strategic Impact Initiative Award was awarded to DoH’s Centres of Excellence programme, which consolidates expertise in high-complexity healthcare services under a unified accreditation framework. Additionally, the Statistics Centre – Abu Dhabi received recognition for the Abu Dhabi Census, which integrated 38 million records from 29 government entities, replacing traditional door-to-door surveys with a dynamic digital system that provides real-time population intelligence.
The Digital and Artificial Intelligence Initiative Award was presented to TAMM 3.0, submitted by the Department of Government Enablement – Abu Dhabi, and the Abu Dhabi Child Insights System, submitted by the Abu Dhabi Early Childhood Authority. TAMM 3.0 is a cornerstone of the Abu Dhabi Government’s digital transformation, integrating over 1,100 services across more than 40 entities, serving 3.3 million users, and employing AI to manage 1.9 million inquiries annually. The Abu Dhabi Child Insights System consolidates data from over 14 government entities to tailor services and interventions while offering predictive insights to support evidence-based policymaking.
The Community and Family Impact Initiative Award was awarded to the Al Falah Development Initiative, submitted by the Department of Community Development. This initiative brought together 13 partners and 86 stakeholders to deliver 24 targeted interventions over six months, enhancing the quality of life for 67,000 residents in Al Falah through efforts focused on social cohesion, education, infrastructure, and livability.
