Mohammed bin Rashid Unveils ‘UAE Government 4.0’ to Integrate AI in 50% of Public Services and Train 80,000 Employees
Abu Dhabi: His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, has announced a significant initiative aimed at establishing the UAE as a global leader in Agentic AI. During a recent Cabinet meeting held at Qasr Al Watan, Sheikh Mohammed outlined a comprehensive strategy to integrate artificial intelligence into 50% of government operations and services, alongside a plan to train 80,000 employees across various government sectors.
Strategic Framework for AI Integration
The Cabinet meeting, attended by key figures including Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister, and Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, focused on the national transformation strategy directed by the UAE President. Sheikh Mohammed emphasized the importance of defining a governance framework that clarifies the roles and responsibilities of all ministries and federal entities involved in this ambitious project.
He stated, “We discussed the national transformation strategy directed by the UAE President to make the UAE the first government in the world to deploy Agentic AI across 50% of its services and operations.” This initiative is expected to enhance the efficiency and effectiveness of public services, ultimately benefiting citizens, residents, and businesses.
Training and Development Initiatives
A cornerstone of this initiative is the launch of the largest training program in the history of the UAE Government. This program will equip 80,000 employees, ranging from ministers to new joiners, with the necessary skills in Agentic AI tools and technologies. The training will cover five occupational categories, including leadership, technical, specialist, general workforce, and train-the-trainers.
Sheikh Mohammed noted, “We approved the first package of transformational government services to be powered by Agentic AI, with service bundles designed for citizens, residents, businesses, and investors.” This comprehensive approach aims to ensure that all government employees are well-prepared to leverage AI technologies in their respective roles.
Advancements in Digital Healthcare
In addition to the AI integration plan, the Cabinet approved the National Policy for Advancing Digital Healthcare Services and Artificial Intelligence in the Health Sector. This policy is built on three foundational pillars: developing a national AI-driven medical system, constructing an advanced digital health infrastructure, and equipping the healthcare workforce with the necessary AI capabilities.
The policy aims to expand the application of digital technologies and AI across various healthcare levels, ensuring the security and ethical governance of all AI applications. Sheikh Mohammed remarked on the significance of this initiative, stating, “The journey to UAE Government 4.0 has begun.”
Implementation and Oversight
To facilitate the implementation of the Agentic AI project, the Cabinet adopted a framework that defines the roles of each ministry and federal entity. This framework includes the formation of dedicated work teams within each entity, led by the respective Minister or Head, to oversee the transition to AI systems.
These teams will be responsible for setting targets, establishing assessment indicators, and ensuring the efficiency of government operations. The goal is to transform at least 50% of federal services into Agentic AI systems within a two-year timeframe.
Broader Implications and Future Initiatives
The Cabinet also reviewed several key initiatives, including the Industrial Technology Transformation Programme, which aims to enhance the competitiveness of the national industrial sector. This program has assessed over 620 industrial companies and developed a roadmap for their technological transformation.
Additionally, the Cabinet discussed the National Electric Vehicles Policy for 2025, which aims to upgrade the electric vehicle charging infrastructure and increase the number of public charging stations significantly.
In the healthcare sector, the Cabinet reviewed the Emirati Genome Programme, which includes initiatives for premarital genetic testing aimed at enhancing health awareness and preventing genetic diseases.
The meeting concluded with the approval of 15 international agreements and Memoranda of Understanding across various sectors, including trade, investment, and academic cooperation, with partner states such as Kazakhstan, Panama, and Austria.
