Dubai: The Ministry of Health and Prevention (MoHAP) in the UAE has reiterated that medical examinations must be justified on medical grounds, warning of potential repercussions for healthcare providers found in violation of this principle. This statement comes amid rising concerns from patients regarding the frequency and necessity of medical tests requested during their treatment.

Patients at private healthcare facilities have expressed unease over the number of tests they are subjected to, arguing that excessive examinations can lead to unnecessary financial burdens and psychological distress. Many have reported feeling that certain tests were redundant, especially when similar assessments had already been conducted elsewhere. They are calling for clearer regulations to manage the request and repetition of medical tests, aiming to ensure accurate diagnoses without imposing avoidable costs.

Patient Concerns

One patient, Hessa A., shared her experience of visiting multiple doctors across different hospitals while seeking answers for unexplained symptoms. She noted, “I underwent numerous tests and examinations, many of which were repeated despite carrying previous blood test results, scans, and medical reports.” This led to her feeling frustrated and losing confidence in the treatment process due to inconsistent diagnoses.

Another patient, Ali M., recounted undergoing several blood tests and an MRI scan after seeking medical advice for swelling around his eye. He stated, “In the end, I was told there was no health problem. Although my insurance covered part of the cost, I still paid around AED 500 and felt many of the tests were not justified.” Similarly, Jamal M. questioned the necessity of multiple tests and X-rays during a consultation for tooth pain, noting that the final treatment only involved pain relief medication.

Doctors Reject Commercial Motivations

Healthcare professionals have emphasized that requesting medical tests for financial gain is strictly prohibited. Dr. Adel Sajwani, a consultant in family medicine, explained that laboratory tests and medical investigations should be based on factors such as a patient’s age, gender, family history, and symptoms. He asserted, “A doctor’s request for tests to achieve a financial target is strictly prohibited.” Dr. Sajwani encouraged patients to engage in discussions with their physicians regarding the purpose and clinical value of each test.

Examinations Based on Medical Need

Dr. Badriya Al Harami, a consultant in public health, stated that medical investigations are not arbitrary but are grounded in scientific standards and clinical judgment. She noted that the required tests can vary significantly from one patient to another, even if the apparent diagnosis seems similar. Dr. Al Harami acknowledged that patients might perceive testing as excessive when the rationale behind each investigation is not clearly communicated. “Good communication between doctor and patient, and explaining the reason behind each test, greatly contributes to building trust and reducing these concerns,” she added.

Role of Insurance Oversight

Dr. Hisham Tayel, an interventional cardiologist, highlighted the multiple layers of oversight within the healthcare system aimed at preventing unnecessary testing. He pointed out that both regulators and insurance providers monitor the use of medical investigations and compare practices among physicians within the same specialty. “If a doctor repeatedly requests unjustified tests, insurance companies may reject those requests and review the doctor’s practices,” he explained. Dr. Tayel also mentioned that insurers sometimes reach out to patients directly to verify symptoms and confirm the appropriateness of investigations.

Ministry Outlines Regulatory Measures

In response to inquiries, MoHAP emphasized that all diagnostic and therapeutic procedures must be based on genuine medical need and adhere to approved professional standards. The ministry stated that patients can submit complaints through its electronic feedback system if they believe they have experienced unfair treatment, incorrect practices, or inappropriate test requests. MoHAP conducts thorough investigations into complaints by reviewing medical records, obtaining responses from healthcare facilities, and, when necessary, referring cases to the Medical Liability Committee for assessment. The ministry also conducts regular and surprise inspections of healthcare facilities to ensure compliance with established standards and regulations.

Accountability for Proven Violations

MoHAP stressed that medical decisions should be made solely in the interest of the patient’s health and clinical requirements. The ministry indicated that any practices undermining the independence of medical decision-making are subject to monitoring and investigation. When violations are confirmed, regulatory action may be taken against healthcare facilities or professionals in accordance with applicable laws and regulations. MoHAP continues to develop systems aimed at enhancing healthcare quality, optimizing the use of medical resources, and ensuring that healthcare services remain safe, effective, and patient-centered.
