The United Arab Emirates (UAE) driving licence has achieved recognition in 34 countries and international destinations, enabling Emirati citizens to drive legally while traveling or to exchange their licence for a local one upon establishing residency. This development is part of the Ministry of Interior’s “Murkhoos” initiative, which underscores the growing international confidence in the UAE’s road safety standards, driver training systems, and licensing frameworks. This initiative aims to facilitate travel, work, and relocation for UAE nationals.

The programme is designed to enhance international mobility for Emiratis, allowing them to utilize their national driving licences abroad and, in many instances, exchange them for local licences when they settle in other countries. Additionally, the initiative provides reciprocal benefits for eligible foreign nationals relocating to the UAE.

Expanded Recognition of UAE Driving Licences

The UAE Ministry of Interior has confirmed that Emirati citizens can exchange their driving licences for local licences in 34 international destinations. In 33 of these locations, Emiratis can also legally drive using their UAE-issued licences while visiting, without the need for a new permit.

South Korea stands as the only exception, permitting UAE licence holders to exchange their licences only after they become residents, while not allowing visitors to drive solely on a UAE licence.

The Ministry emphasizes that this initiative is part of ongoing efforts to simplify international travel, work, and long-term residency for Emirati citizens, while also strengthening cooperation with countries that acknowledge UAE licensing standards.

Understanding the ‘Murkhoos’ Initiative

The “Murkhoos” initiative is a service provided by the Ministry of Interior that governs the recognition and exchange of driving licences between the UAE and its partner countries. Under this programme:

  • UAE citizens can use their driving licences in countries that recognize them.
  • Emiratis relocating abroad can exchange their UAE licences for local ones in participating countries.
  • Eligible foreign visitors can drive in the UAE using their national licences.
  • Foreign nationals who become UAE residents can exchange their existing licences for a UAE driving licence if their country is included in the agreement.

Factors Behind the UAE Licence’s Global Acceptance

The Ministry of Interior attributes the growing international recognition of the UAE driving licence to the country’s robust road safety framework, driver training standards, and licensing procedures. The UAE’s traffic management system has increasingly aligned with international best practices, facilitating the recognition of UAE-issued licences without requiring drivers to undergo additional theory or practical examinations.

Officials assert that these agreements reflect international trust in the UAE’s licensing governance and its commitment to road safety.

Benefits for Foreign Residents

The reciprocal agreements established through the “Murkhoos” initiative extend beyond UAE nationals. Citizens from 53 countries can exchange their national driving licences for a UAE licence after obtaining residency, without the need for practical or theoretical driving tests. Furthermore, licence holders from 52 of those countries may legally drive in the UAE during short visits without exchanging their licences. South Korean nationals may only exchange their licences after becoming UAE residents.

These arrangements are designed to facilitate the relocation of professionals, students, and expatriates moving to the UAE.

Requirements for Licence Exchange in the UAE

Individuals seeking to exchange a foreign driving licence for a UAE licence must meet several eligibility criteria:

  • Hold a valid driving licence issued by an approved country.
  • Meet the legal minimum driving age.
  • Possess valid UAE residency.
  • Have residency, employment, study, or residential ties within the relevant emirate.
  • Successfully complete an approved eye examination.

In certain cases, applicants may be required to surrender their original licence in accordance with bilateral agreements between the UAE and the issuing country. Required documentation includes a legal translation of the original licence where applicable, a copy of the existing licence, and completion of necessary administrative procedures.

The exchange fee is Dh600, and applications can be submitted through the Ministry of Interior’s smart application or its official online platform.

The Ministry of Interior states that mutual recognition agreements significantly benefit Emirati citizens traveling abroad for tourism, education, employment, or permanent relocation.
