Dubai Introduces First-Time Homebuyer Program to Encourage Homeownership

In a landmark step poised to reshape the emirate’s real estate sector, the Dubai Land Department (DLD) and the Dubai Department of Economy and Tourism (DET) have officially launched the First-Time Home Buyer Programme. This innovative initiative aims to make homeownership more attainable and financially viable for both Emiratis and expatriates living in the vibrant city of Dubai.

Announced at a press conference on 2 July at the DLD headquarters, the programme is integral to a broader strategic vision—aligned with the *Dubai Real Estate Strategy 2033* and the *Dubai Economic Agenda (D33)*. These initiatives aim to enhance property ownership and stimulate economic growth amid the dynamic landscape of Dubai’s real estate market.

One of the standout features of the First-Time Home Buyer Programme is its inclusivity. Designed to support UAE residents of all nationalities and diverse income levels, the programme offers various benefits. First-time buyers can enjoy priority access to new off-plan property launches, attractive pricing on residential units valued at up to AED 5 million, and personalized mortgage solutions in partnership with leading banks. To qualify, applicants must be at least 18 years old, reside in the UAE, and not currently own a freehold residential property in Dubai.

The launch event featured key figures, including Majid Al Marri, CEO of the Real Estate Registration Sector at DLD, and Hadi Badri, CEO of the Dubai Economic Development Corporation (DEDC). Their presence underscored the collaborative spirit that drives this initiative, which was further emphasized by the gathering of senior officials and representatives from various strategic partner organizations.

Public-private collaboration is a cornerstone of Dubai’s economic model, and this initiative exemplifies that ethos. The programme brings together some of the emirate’s most reputable real estate developers, including Emaar, DAMAC, Nakheel, Meraas, and many others. These developers have committed to providing first-time buyers with exclusive access to select units alongside improved commercial terms, creating unique opportunities for new homeowners.

In partnership with the programme, several leading banks such as Commercial Bank of Dubai, Emirates NBD, Dubai Islamic Bank, Emirates Islamic, and Mashreq Bank are stepping in with tailored mortgage products. These bespoke offerings are designed specifically for first-time buyers participating in the programme, ensuring that financial solutions align closely with the aspirations of new homeowners.

Moreover, the initiative aligns with the objectives of the UAE’s Year of Community, aiming to foster greater social cohesion and long-term economic resilience. By empowering more residents to take their first steps onto the property ladder, the programme promotes a sense of belonging and community in Dubai’s diverse society.
