Dubai: The Dubai Government Human Resources Department (DGHR) has introduced the ‘Government Chief Talent Officer Programme’ (G-CTO) as part of its strategic vision to cultivate a future-ready government workforce. This specialized executive program is designed to develop talent leaders within government entities, equipping them to spearhead workforce transformation in response to the evolving demands of the artificial intelligence landscape.

A Cohort of Change

The inaugural cohort of the G-CTO program includes 30 participants from 21 different government entities. This diverse representation underscores a collaborative approach to workforce development, aimed at preparing public sector leaders to navigate the opportunities and challenges presented by AI. The program seeks to harness collective expertise across government to accelerate workforce transformation.

Strategic Human Resource Development

The G-CTO program aligns with DGHR’s vision to position human resources departments as strategic partners in decision-making processes. It aims to foster agile talent environments that prioritize skills, data utilization, and the responsible integration of AI technologies. This initiative also supports the Dubai Economic Agenda D33 and complements the HR Departments Empowerment Project, a key strategic initiative aimed at enhancing the capabilities of HR departments across the government.

Abdulla Ali bin Zayed Al Falasi, Director General of DGHR, emphasized the necessity of redefining human resources in light of rapid technological advancements. He noted that the evolution of AI is reshaping job roles and the skills required, necessitating a closer alignment of HR functions with strategic foresight and decision-making. The G-CTO program is intended to cultivate leaders who can effectively leverage data and emerging technologies to create sustainable talent frameworks, thereby enhancing Dubai’s readiness for future challenges.

Comprehensive Learning Experience

Spanning eight months, the G-CTO program offers a robust executive learning experience that integrates specialized sessions, applied projects, executive coaching, and interactive learning opportunities. Each participant is tasked with developing a real-world project that addresses a strategic challenge within their respective government entity. This hands-on approach ensures that theoretical learning translates into practical outcomes with measurable institutional impact.

The program encompasses over 150 learning hours, featuring advanced executive sessions, applied laboratories, development projects, innovation workshops, and a government hackathon. Participants will also engage in executive mentoring and coaching, leadership discussions, and an international learning journey that highlights global best practices. These elements are designed to empower participants to create future-focused talent solutions, develop skills-based strategies, and utilize AI to enhance human capital decision-making.

Building Expertise for the Future

The G-CTO program aims to cultivate advanced expertise in strategic workforce planning, skills management, data analytics, and the design of future operating models. It promotes the responsible use of AI throughout the talent management lifecycle, ensuring that participants are well-equipped to address emerging workforce challenges.
