African Union Commends Morocco’s Strategic Role in Strengthening Peace, Security, and Electoral Integrity Across Africa
The African Union Commission (AUC), in collaboration with the Government of the Kingdom of Morocco, successfully conducted the 5th Edition of the Joint Specialized Training for African Union Short-Term Election Observers (STOs) from April 20 to 24, 2026, in Rabat, Morocco. This initiative aims to enhance the capacity of election observers across the continent, reflecting the AUC’s commitment to promoting democratic governance.
Recognition of Leadership in Democratic Governance
During the opening ceremony, H.E. Amb. Bankole Adeoye, AU Commissioner for Political Affairs, Peace and Security, presented a distinguished award to H.E. Nasser Bourita, Minister of Foreign Affairs, African Cooperation, and Moroccan Expatriates. This award acknowledges Minister Bourita’s significant contributions to advancing Africa’s democratic governance, peace, and security. Commissioner Bankole highlighted that Minister Bourita’s leadership has been crucial in amplifying Africa’s voice on the global stage and fostering cooperation among nations of the Global South. Training for Election Observers
The recent training session equipped 70 participants from various African nations with essential skills in election observation. The curriculum covered the entire electoral cycle, including pre-election assessments, election day observations, and post-election reporting and analysis. Trainees engaged in practical exercises focusing on information gathering, ethical considerations, and simulated election day scenarios, thereby enhancing their ability to support credible and transparent electoral processes in Africa.
Dialogue on Digital Democracy
In conjunction with the training, the African Union Commission and the Policy Center for the New South co-hosted the 3rd Dialogue-Seminar on Elections and Democracy in Africa on April 21, 2026. The seminar’s theme, “Digitalizing Democracy: Youth-Driven AI Strategies in a Changing World,” explored the transformative potential of artificial intelligence (AI) and digital technologies in shaping democratic processes across the continent.
The discussions addressed both the opportunities and challenges posed by AI, particularly regarding civic engagement and transparency, as well as the risks of misinformation and digital interference in electoral processes. Commissioner Bankole underscored the necessity of inclusive and results-oriented democratic systems that deliver tangible benefits to citizens, particularly emphasizing the role of youth in driving digital transformation and democratic innovation.
The Rabat Action Plan
The Dialogue-Seminar concluded with the adoption of the Rabat Action Plan, which outlines key recommendations for strengthening democratic governance in the digital era. The plan emphasizes the empowerment of youth-driven AI strategies, the safeguarding of civic space, the enhancement of digital literacy, and the assurance that technological advancements contribute to free and fair elections across Africa.
These initiatives reflect the African Union’s commitment to deepening its strategic partnership with the Kingdom of Morocco, aligning with the aspirations of Agenda 2063.
