New Law Reforms Contracting Activities in Dubai

On July 8, 2025, Dubai unveiled Law No. 7 of 2025, an initiative aimed at regulating contracting activities in the emirate. Set to take effect on January 8, 2026, this legislation will apply to all contractors operating in Dubai, including those in special development and free zones like the Dubai International Financial Centre (DIFC).

Scope of the New Law

  • All contractors operating within Dubai: The law explicitly covers all firms engaged in contracting activities, including construction, demolition, and utilities operations.
  • Contractors in free zones and special development areas: Notably, the law fills regulatory gaps by including contractors working in specific zones, reinforcing oversight across the emirate.

However, contracts related to airport infrastructure are specifically exempt from this regulation. There is the possibility of additional exemptions at the discretion of the Chairman of the Executive Council, based on the Committee’s recommendations.

Key Features of the New Law

Mandatory Contractor Registration

Contractors must be licensed and registered in a new centralized registry managed by the Municipality. This register will integrate with the “Invest in Dubai” digital platform, ensuring that contractors not compliant with the law are prohibited from engaging in work.

New Classification System

Contractors will receive a classification that reflects their technical, financial, and administrative capabilities. This classification will dictate the types of projects contractors can undertake, facilitating an organized approach to project responsibility.

Professional Competency Standards

Each contractor must employ a minimum number of qualified technical staff holding a Professional Competency Certificate issued by the Municipality. This requirement aims to ensure that only skilled individuals oversee projects.

Subcontractor and Joint Venture Regulation

While the appointment of subcontractors remains allowed, it now requires approval from the Municipality or Committee. Both main contractors and subcontractors must be appropriately licensed and classified, promoting accountability in contractual relationships.

Recognition of Turnkey Projects

The law officially acknowledges “turnkey” projects, allowing contractors to manage design, supervision, and execution under a unified agreement. Future regulations will further define the terms for such projects.

Code of Conduct and Ethics

A structured Code of Conduct will be introduced. Contractors must adhere to all applicable laws and notify the Municipality of any changes or incidents. Violations can result in penalties, including suspension or deregistration.

Compliance Timeline

The New Law will be enforced starting January 8, 2026, requiring contractors to regularize their status by January 8, 2027. This includes completing new registrations, meeting classification criteria, and ensuring that all technical personnel are certified. Although extensions may be granted, contractors are encouraged to act promptly.

  • Hold a valid commercial license from the proper authority.
  • Register on the Municipality Register.
  • Ensure all technical staff possess valid Professional Competency Certificates.

  • Fines ranging from AED 1,000 to AED 100,000 can be levied, with repeat violations potentially leading to penalties of AED 200,000.
