Dubai’s Ambitious Leap into AI and Digital Transformation

Under the dynamic leadership of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Dubai is setting its sights on becoming a global leader in technology and innovation. Recently, during the second 2025 meeting of the Higher Committee for Future Technology Development and the Digital Economy, Sheikh Hamdan unveiled an array of ambitious initiatives aimed at fast-tracking the city’s digital transformation through artificial intelligence (AI).

A Vision for the Future

Sheikh Hamdan’s initiatives are grounded in the broader vision put forth by His Highness Sheikh Mohammed bin Rashid Al Maktoum. This vision emphasizes the creation of an integrated digital economy that thrives on knowledge and innovation. Central to this effort is the Dubai Economic Agenda, known as D33, which seeks to enhance government efficiency, security, and innovation by leveraging AI technologies.

Highlighting the collaborative efforts required for success, Sheikh Hamdan stressed the importance of fostering integration among various governmental entities. This collaborative endeavor aims to build a cohesive ecosystem that promotes data sharing, ultimately accelerating progress in multiple sectors. Importantly, Dubai’s strategy places considerable focus on the citizens’ welfare, aiming to position the city as a global hub for talent and innovative solutions.

Key Initiatives to Foster AI Adoption

During the recent meeting, the committee approved several significant initiatives designed to empower AI adoption and stimulate economic growth:

1. AI Infrastructure Empowerment Platform

This new platform is envisioned as a secure, integrated environment that provides governmental entities with advanced infrastructure and user-friendly smart services. The goals of this initiative include:

  • Accelerating AI adoption across critical sectors.
  • Enhancing operational efficiency while reducing costs through resource sharing.
  • Strengthening governance and cybersecurity to protect sensitive government data.

By creating a reliable and scalable foundation, the platform will streamline the development of AI-driven solutions across various government bodies.

2. Dubai AI Acceleration Taskforce

The newly established taskforce aims to bolster collaboration among government entities regarding AI adoption strategies. After consultations with Chief AI Officers from 27 government bodies, it aims to identify challenges and opportunities in deploying AI technologies. The mission is to expedite the integration of cutting-edge AI solutions to produce tangible impacts across multiple sectors.

3. Unicorn 30 Program

Launched by the Dubai Chamber of Digital Economy, this initiative is designed to nurture 30 high-potential startups with the ambition of establishing them as global unicorns—companies valued at over a billion dollars. Involving collaboration with 80 local and international companies, the program emphasizes ten key initiatives focused on financing, growth, regulation, and governance. Based at Dubai Founders HQ, it aims to provide startups with valuable insights and support as they scale internationally.

Future Events: GITEX Global 2026

Looking ahead, plans for GITEX Global 2026 were also discussed during the meeting. The event will relocate to Expo City Dubai, marking a significant development in its 45-year history. It will expand its global presence and offer richer content while fostering engagement from key international industry leaders, all supported by advanced, sustainable infrastructure.

Additionally, Sheikh Hamdan was briefed on the progress of initiatives such as the Dubai PropTech Hub. Launched last July, this hub aims to become the largest property technology ecosystem in the Middle East and North Africa by 2030, targeting the attraction of 200 companies and the creation of over 3,000 skilled jobs as a means of supporting Dubai’s innovation-driven economy.

A Unified Approach to Digital Governance

The meeting served as a platform to convene top officials who are instrumental in driving Dubai’s digital and AI agendas. Noteworthy attendees included:

  • His Excellency Omar bin Sultan Al Olama, Minister of State for Artificial Intelligence and Chairman of the Dubai Chamber of Digital Economy.
  • His Excellency Helal Saeed Almarri, Director General of Dubai Department of Economy and Tourism.
  • His Excellency Hamad Obaid Al Mansoori, Director General of Dubai Digital Authority.
  • His Excellency Khalfan Belhoul, CEO of Dubai Future Foundation.

Through their collective leadership and strategic direction, Dubai reinforces its commitment to technological excellence, smart governance, and sustainable development, as it accelerates toward a digitally empowered future.
