Dubai Municipality Strengthens Service Delivery by Restructuring 20 Services for Enhanced Customer Experience

Dubai Municipality has announced a significant reorganization of 20 services aimed at improving the customer experience for both individuals and businesses. This initiative is part of the municipality’s ongoing efforts to streamline procedures, enhance service delivery efficiency, and simplify the overall customer journey. The changes align with Dubai’s vision to set global benchmarks for government service quality and adhere to the objectives outlined in the Services 360 Policy.

The reorganization involves modifying the operational frameworks of 13 services. These modifications include integrating services, converting them into procedures or reports, and discontinuing those deemed unnecessary as standalone offerings. This restructuring is expected to facilitate a more efficient service experience for users.

Integration of Key Services

Several key services have been integrated into existing frameworks to enhance efficiency. For instance, requests to modify connection points, stormwater drainage points, and inspection chamber levels have been incorporated into the building licensing services. Additionally, permits for building maintenance and interior design approvals in historic areas have also been merged into relevant licensing services.

The permit process for constructing advertising structures on rooftops or vacant plots has been streamlined into the modification service. Furthermore, requests for completion certificates that do not require contractor or consultant approval have been integrated into the completion certificate service.

Requests related to residential land allocation for UAE nationals have been absorbed into the services offered by the Mohammed Bin Rashid Housing Establishment. Instant approvals for agricultural activity permits are now part of the commercial licensing service provided by the Dubai Department of Economy and Tourism.

Moreover, the service for renewing desert tourism camp contracts has transitioned into a procedural format, while the classification of public health pest samples will now be issued as a report.

Discontinuation of Standalone Services

In addition to the integration of services, Dubai Municipality has discontinued four standalone requests. These include technical reports on land and existing structures, assessments of structural conditions requested by government entities, attestation of certificates of conformity, and specialized training services previously offered by Dubai Central Laboratory.

Strengthening Government Integration and Clarifying Responsibilities

To further enhance government integration and reduce service duplication, seven specialized services have been transferred to the Dubai Environment and Climate Change Authority. This transfer aims to provide clearer delineation of responsibilities among government entities. The services now under the authority include permits for drilling wells, environmental permits for industrial and infrastructure projects, requests for marine data, agricultural soil permits, recreational marine fishing permits, and no-objection certificates for activities within nature reserves.

Manal Bin Yaarouf, Director of the Customer Happiness Department at Dubai Municipality, emphasized the municipality’s commitment to developing a customer-centric service ecosystem. She noted that periodic assessments focus on enhancing the ease and quality of the customer experience, which allows for the simplification of procedures and the alignment of services with the most efficient operational models.

Bin Yaarouf stated that the reorganization reflects a commitment to understanding customer needs and reducing the time and effort required to access government services. The goal is to provide seamless, proactive, and integrated services that meet customer expectations while improving satisfaction and quality of life.
