UAE Achieves Strongest Post-Pandemic Hiring Recovery Among Global Markets in 2025

Abu Dhabi: The United Arab Emirates (UAE) has demonstrated one of the most robust recoveries in hiring post-pandemic among major global markets, as reported in the UAE Economic Graph Report 2026. Compiled by LinkedIn in collaboration with the Ministry of Foreign Trade, the report reveals that hiring levels remained consistently above pre-pandemic figures throughout 2025, with promising indicators for a rebound in recruitment and talent inflows in 2026.

The report, titled “Labour Market Features and the Digital Economy in the UAE,” utilizes LinkedIn workforce data to analyze labor market trends and inform policy development aimed at enhancing competitiveness and economic growth. The findings indicate that the UAE was among a select group of countries that sustained hiring activity above 2019 levels throughout 2025, highlighting the resilience of its labor market and the efficacy of its economic strategies.

Despite experiencing fluctuations in regional hiring and talent migration during the early months of 2026, LinkedIn data from June 2026 suggests a recovery in both hiring activity and the influx of talent.

Talent Remains Central to Growth

Dr. Thani bin Ahmed Al Zeyoudi, the Minister of Foreign Trade and the Minister responsible for Attracting and Retaining Talent, emphasized that these findings reinforce the UAE’s status as a premier global destination for professionals, investors, and innovators. He stated that “Talent and competencies are a key pillar in enhancing the competitiveness of the national economy and consolidating the UAE’s position as a global hub for trade, investment, and innovation.” He further noted that the UAE will persist in developing its ecosystem to attract and retain global talent, which is essential for fostering innovation and driving future economic growth.

Real Estate Leads Hiring Growth

The report identifies several sectors as primary contributors to employment growth. Notably, the real estate sector exhibited the highest hiring growth compared to 2019 levels. Other sectors that maintained hiring levels above the national average include administrative and support services.

In terms of workforce composition, professional services emerged as the largest sector on LinkedIn, representing 14.5% of members in the UAE, followed by manufacturing at 12% and accommodation and hospitality at 9.2%.

Global Talent Destination

The UAE has also established itself as one of the leading destinations for net talent migration, which measures the inflow of skilled professionals against those departing the country. The report attributes this success to the UAE’s competitive business landscape, long-term residency programs, and quality-of-life advantages.

Strong Performance in Digital Skills

In the realm of skills competitiveness, the UAE ranked first globally in FinTech skills, second in attracting AI talent relative to population size, and eleventh in personal and behavioral skills. The report highlights that these strengths are instrumental in supporting the UAE’s transition toward a knowledge-based and future-focused economy.

Young Workforce Supports Innovation

Operations professionals constituted the largest segment of LinkedIn members in the UAE at 21.4%, followed by sales at 11% and business development at 9.1%. The report also underscores the significance of the UAE’s youthful workforce, with Millennials and Generation Z making up a substantial portion of employees across various sectors, particularly in hospitality, retail, and healthcare. This demographic profile is seen as a critical factor in fostering innovation, digital adoption, and future economic competitiveness.

Women’s Leadership Continues to Grow

The report indicates notable progress in women’s representation in leadership roles. Female leadership participation rose from 18.8% in 2015 to 21.9% in 2025. The strongest representation was observed in various sectors, reflecting a positive trend in gender diversity within leadership positions.

Ali Matar, Head of LinkedIn MENA and EMEA Emerging Markets, remarked that the latest data confirms the UAE’s ongoing appeal to global talent. He noted that “LinkedIn’s latest data points to impressive signs of recovery in the UAE across hiring and talent flows,” building on the UAE’s exceptional performance in 2025, which saw one of the strongest post-pandemic hiring rates among leading global markets.

The UAE Economic Graph Report 2026 marks the sixth edition released since the inception of the National Strategy for Attracting and Retaining Talent. It reflects the ongoing collaboration between the Ministry of Foreign Trade and LinkedIn in promoting evidence-based policymaking and reinforcing the UAE’s position as a global hub for talent and the digital economy.
