Enhanced Response Strategies for Severe Weather

Dubai’s response to severe weather events has significantly evolved since the challenges faced during the storms of 2024. The General Department of Transport and Rescue at Dubai Police implemented a comprehensive proactive plan following the lessons learned from those storms. The 2026 weather event showcased improved response times and efficiency in handling emergencies, thanks to updated mechanisms, the introduction of amphibious vehicles, and enhanced coordination among various agencies.

Major General Rashid Khalifa bin Darwish Al Falasi, Director of the General Department of Transport and Rescue, noted that the collaboration between Dubai Police, the Roads and Transport Authority, and Dubai Municipality has markedly improved. Specialized vehicles capable of navigating water depths of up to two meters were introduced, and existing equipment was modified to adapt to the changing weather conditions.

Challenges and Public Compliance

Despite these advancements, challenges persist. Some individuals continue to disregard official warnings, venturing into valleys and areas prone to flooding, which complicates rescue operations. Teams have encountered complex situations, such as evacuating people stranded in trees and on poles, but all were successfully rescued.

Al Falasi emphasized that the 2024 storms were a turning point for field operations, providing critical insights that improved planning and preparedness. Specialized equipment for heavy rain conditions was developed and distributed across the emirate, with additional deployment points established for rapid access to incident locations. Increased support was also directed to Hatta, given its vulnerability to flooding.

Proactive Deployment and Coordination

The proactive plan involved pre-deploying teams in areas anticipated to be affected by severe weather, which significantly reduced response times. Each team was equipped with an experienced officer connected directly to the operations room, facilitating swift decision-making. Dedicated duty officers were assigned to each deployment point, ensuring smooth operations.

Al Falasi highlighted the advancements in the operations room, which now includes personnel with extensive field experience. This expertise enables real-time monitoring, analysis, and team direction, making the operations room a central component of the rescue system. Direct coordination with partner entities has also been enhanced, with representatives present to expedite decision-making.

Integrated Efforts and Community Engagement

The success of these operations is attributed to the integrated efforts of multiple entities, including Dubai Municipality, the Roads and Transport Authority, ambulance services, and police stations. All teams underwent training within coordinated frameworks to ensure seamless execution without delays.

However, risky individual behavior remains a significant challenge. Some individuals enter flood-prone areas for recreational purposes, while others travel from unaffected regions to reach these zones. Rescue teams have dealt with critical incidents, including vehicles trapped in floodwaters, necessitating careful site management before safe rescue operations could commence.

Al Falasi stressed the importance of public compliance with safety warnings, stating that while vehicles can be replaced, lives cannot.

Modernization of Rescue Fleet

Colonel Khalid Al Hammadi, Director of the Search and Rescue Department, reported that a comprehensive program to modernize the rescue fleet was implemented in 2025 and 2026. This initiative included the addition of 12 specialized vehicles designed for flood and rain conditions, with four more expected soon.

These new vehicles can operate in water levels of 120 to 150 centimeters and are equipped with rubber boats and integrated rescue tools. Existing vehicles have also been upgraded, raised, and fitted with specialized ventilation systems to handle adverse weather conditions.

Al Hammadi noted that readiness levels improved through the strategic distribution of teams across 14 key locations, including increased coverage in Hatta and mountainous areas. This strategic positioning significantly reduced response times. During the recent weather event, teams managed 13 incidents in valley areas, rescuing individuals trapped in precarious situations, including those clinging to trees and others in hard-to-reach locations.

Importance of Coordination and Community Support

Reaching these areas quickly would not have been feasible without the newly introduced equipment. Some operations required crossing large bodies of water to reach stranded individuals. Vehicles were also equipped with roof-mounted inflatable boats for immediate deployment, alongside the use of six-wheeled and amphibious vehicles capable of navigating flooded areas.

Al Hammadi emphasized the importance of coordination with partners, noting that Emirates Auction provided 60 additional cranes during the rainy season. Dubai Municipality played a crucial role in managing water accumulation through pumps and emergency plans.

Al Falasi commended the dedication of transport and rescue personnel who worked tirelessly during the weather events, highlighting their strong sense of national responsibility. He praised the cooperation between rescue teams, partner agencies, and the community, noting that the level of commitment demonstrated reflects the UAE’s strong work ethic and shared responsibility.
