UAE Launches Blue Visa: 10-Year Residency for Environmental Innovators and Experts

Dubai: The UAE government has unveiled a new long-term residency program aimed at attracting global talent dedicated to environmental sustainability. The Blue Visa, which offers a 10-year residence permit, is designed for individuals who have made significant contributions to environmental protection and sustainability both within and outside the UAE.

The Blue Visa was first announced on May 15, 2024, by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, as part of the UAE’s ‘Year of Sustainability’ initiatives. The program was officially launched at the World Government Summit in February 2025 by the UAE Ministry of Climate Change and Environment (MOCCAE) and the Federal Authority for Identity, Citizenship, Customs and Ports Security (ICP). Applications for the Blue Visa opened in April 2025.

Key Features of the Blue Visa

The Blue Visa allows holders to live and work in the UAE while contributing to the nation’s green initiatives. Key features of the Blue Visa include:

  • A residency duration of 10 years, which is renewable.
  • A self-sponsored residency program, eliminating the need for a local sponsor.
  • A multiple-entry visa valid for six months, renewable for an additional six months, to facilitate residency procedures.
  • The ability for visa holders to apply for residency permits for family members, including spouses, children, and parents, for the same duration.
  • The option to sponsor domestic workers.
  • Provision for dependent family members to remain in the UAE for the full residency period in the event of the primary visa holder’s death.

Eligibility Criteria

According to MOCCAE, the Blue Visa is available to individuals who support environmental initiatives in various fields, including:

  • Marine life conservation and ecosystem restoration
  • Land-based ecosystem preservation
  • Air quality improvement
  • Sustainability technologies
  • Circular economy initiatives
  • Renewable energy
  • Carbon emissions reduction
  • Environmental governance and regulatory frameworks

To qualify, applicants must fall into one of the following categories:

Distinguished Influencers: This includes members of international organizations, associations, companies, and non-profits accredited by the UAE Ministry of Foreign Affairs, as well as global award winners. Individuals who have financially supported accredited UAE environmental projects with a minimum of Dh1 million also qualify.

Scientists and Researchers: Professionals who hold master’s or doctoral degrees in environmental science, energy, sustainability, or climate change, and have made significant achievements in these fields. A PhD from a university ranked in the world’s top 500 or a master’s degree from a top-250 university is required. Alternatively, candidates can present a degree from a top-100 university in a relevant subject or demonstrate high research metrics, such as a Scopus h-index of 10 or higher.

Investors and Entrepreneurs: Individuals who have invested a minimum of Dh2 million in environmental businesses or own registered small- or medium-sized enterprises (SMEs) in the sustainability sector with an annual revenue of at least Dh1 million.

Inventors and Innovators: Individuals holding patents that contribute to the UAE’s environmental goals, with approval from the Ministry of Economy or relevant local authorities.

Elite Specialists: Senior professionals in governmental or private environmental organizations, such as executive directors or specialists, who must be nominated by their employer. Competent authorities in each emirate can also nominate individuals based on their contributions to the country’s natural resources.

Required Documents

A successful application for the Blue Visa requires evidence of contributions to environmental conservation. While specific requirements vary by category, the following standard documents are necessary:

  • A passport with a validity of at least six months
  • A recent passport-sized photograph
  • Nomination approval confirmation from ICP
  • A detailed curriculum vitae (CV) documenting work and accomplishments in environmental fields

Category-Specific Supporting Documents

Distinguished Influencers: Must provide proof of membership in accredited organizations and evidence of contributions, including:

  • Official organization letter confirming active membership
  • Membership certificate
  • Letters of recommendation from environmental experts
  • Certificates of appreciation and awards
  • Scientific publications and reports of environmental work
  • Proof of financial contribution (Dh1 million)

Scientists and Researchers: Required documents include:

  • Approval or nomination letter from the UAE Council of Scientists
  • Degree certificate and academic transcripts
  • Proof of research metrics, such as Field-Weighted Citation Impact (FWCI) or Scopus h-index

Investors and Entrepreneurs: Must submit documentation proving financial contributions, including:

  • Business plans and feasibility studies
  • Bank statements and financial documents
  • SME registration certificate

Inventors and Innovators: Required to provide:

  • Patent certificate and supporting documentation
  • Official letters of approval

Elite Specialists: Must submit:

  • Nomination proof from competent authorities
  • Employment contract and job description
  • Bachelor’s degree certificate and academic transcripts

How to Apply for a Blue Visa

The application process for the Blue Visa consists of two main steps: obtaining nomination approval and submitting the visa application. Both steps can be completed through the ICP’s Smart Services portal.

Step 1: Nomination Request

Applicants can self-nominate or be nominated by a competent UAE authority. To self-nominate, individuals must:

  1. Visit the ICP Smart Services portal and log in using their UAE PASS.
  2. Navigate to ‘Blue Residency Services’ and select ‘Nomination Request’.
  3. Complete the nomination form and upload supporting documents.
  4. Pay the nomination fee and submit the application.

The ICP will review the nomination request, which typically takes about two business days.

Step 2: Visa Application

For applicants within the UAE:

  1. Log in to the ICP Smart Services and select the ‘Blue Residency Visa Application’ category.
  2. Enter the nomination request number and personal details.
  3. Upload all category-specific documents.
  4. Pay the service fee and submit the application.
  5. Complete any required medical fitness examinations.

For applicants outside the UAE, a 180-day multiple-entry visa is required to enter the UAE and complete residency procedures.

Cost of the Blue Visa

The costs associated with applying for a Blue Visa include:

  • Visa issuance fees: Dh2,800 to Dh4,000
  • Emirates ID fees (10 years): Dh1,150
  • Medical fitness certificate: Dh320
  • Mandatory health insurance: Dh500 to Dh2,000 for annual premiums

Additional costs may arise for service fees and document attestations. The entire application process can take approximately two weeks if all documents are submitted correctly.
