Voters in 10 states to decide on key property tax and housing measures in 2026 elections

Published:

In the upcoming 2026 midterm elections, voters in ten states will have the opportunity to decide on significant ballot measures affecting property taxes and housing regulations. Among the proposed changes are six distinct modifications to property tax systems, primarily located in Southern and Western states, alongside various initiatives aimed at enhancing housing affordability.

These measures reflect a growing concern over housing affordability, which has become a focal point in both state and national discussions. According to Realtor.com, the proposed changes include a mix of tax reforms and zoning adjustments that could reshape the housing landscape in several states.

Key Measures Across States

California is set to present several propositions, including Proposition 1, which seeks to authorize $11.25 billion in bonds to support housing affordability programs. This funding would assist in developing multifamily rental housing and provide down payment assistance for veterans. Governor Gavin Newsom has expressed strong support for this measure, emphasizing its potential to enhance community access and affordability.

Another notable initiative in California is Proposition 37, which proposes a $25 billion loan program aimed at middle-income buyers. This program would offer fixed-rate mortgages for new homes priced under $1.5 million, potentially easing the financial burden on first-time homebuyers.

Florida and Louisiana Initiatives

In Florida, Amendment 3, championed by outgoing Governor Ron DeSantis, aims to phase out property taxes for many owner-occupied homes by increasing the homestead property tax exemption significantly. This ambitious proposal has raised concerns among local governments about potential revenue losses, estimated at $124 million.

Louisiana’s ballot includes four amendments that could impact homeowners, such as increasing the property tax freeze for low-income homeowners and allowing property tax exemptions for rehabilitated blighted properties. These measures are designed to provide financial relief and encourage property improvements.

Massachusetts and North Carolina Proposals

Massachusetts voters will also face a pivotal decision with Question 7, which seeks to modify zoning laws to facilitate the construction of starter homes on smaller lots. This initiative is expected to address the state’s housing shortage by enabling more flexible development options.

North Carolina’s proposed property tax levy limit amendment would require the state legislature to impose limits on property tax increases, a move that has sparked debate among various interest groups regarding its potential impact on local government funding.

As these measures head to the ballot, they underscore the urgent need for solutions to the ongoing housing affordability crisis affecting many Americans. The outcomes of these votes could significantly influence housing policies and property tax structures in their respective states, shaping the real estate landscape for years to come.
