UAE Strengthens Health Security with MoUs Signed by Ministry of Health and Five Private Healthcare Facilities
The Ministry of Health and Prevention (MoHAP) has formalized partnerships with five private healthcare institutions, including Thumbay Group Hospitals, University Hospital, Ajman Hospital, Fujairah Hospital, Amina Hospital, and Dar Al Kamal Hospital. This initiative aims to bolster national health security and establish a robust response framework to tackle future healthcare challenges.
Strengthening National Health Security
The agreements were signed to enhance collaboration between public and private sectors in managing emergency situations. This integrated approach is designed to ensure that healthcare services remain uninterrupted and adhere to the highest standards of quality and efficiency. The signing ceremony featured Dr. Amin Al Amiri, Assistant Undersecretary for the Health Regulation Sector, and Dr. Abdul Karim Abdullah Al Zarouni, Emergency, Crisis and Disaster Advisor, who represented the Ministry.
Under the terms of the memoranda, MoHAP will oversee the development and ongoing updates of emergency medical response plans for the participating hospitals. These plans will include protocols for medical evacuations and strategies for business continuity, ensuring essential services are delivered effectively during emergencies.
Commitment to Preparedness
The Ministry will also maintain updated risk registers for each facility and involve their staff in simulation exercises and specialized training programs. The participating healthcare facilities have pledged to mobilize their logistical and medical resources in support of the national health system. This includes designating 30% of their bed capacity for the Ministry’s operations center upon request, maintaining a strategic stockpile of essential medicines and supplies for at least two months, and establishing dedicated control rooms for continuous coordination with the Ministry.
Dr. Abdul Karim Abdullah Al Zarouni emphasized that these memoranda represent a pivotal shift in the UAE’s health emergency management strategy. The focus is moving from general coordination to a more effective operational partnership that aligns standards and protocols across both sectors.

Dr. Al Zarouni noted that private healthcare facilities are now integral partners in the national health security framework. The agreements aim to create a flexible response network capable of quickly scaling capacity and effectively managing various scenarios, ensuring the health system remains prepared under centralized oversight.
This collaboration is founded on the integration of human and technological resources. The memoranda include commitments to digital integration through platforms such as “Jahiz” and “Mawardna,” facilitating real-time data flow to support quicker, evidence-based decision-making.
Enhancing Institutional Readiness
Continued investment in training, joint simulation exercises, strategic medical stockpiles, and interconnected command centers will significantly enhance institutional and community readiness. The Ministry will provide ongoing technical and supervisory support to its private sector partners, ensuring they are well-prepared to address health emergencies.
On the technical integration front, the memoranda require healthcare facilities to regularly update their medical resource data through approved digital platforms. Compliance with Cabinet decisions regarding the publication and exchange of health information related to communicable diseases is mandatory. Furthermore, strict confidentiality of shared data is essential to maintain the accuracy and integrity of official communications during emergencies.
