Key Developments in Saudi Arabia’s Entrepreneurial Landscape

The latest report sheds light on significant advancements within Saudi Arabia’s entrepreneurial sector, particularly highlighting the remarkable growth in e-commerce, which has reached an impressive 39,366 records. This surge reflects a broader trend of increasing digital engagement among businesses and consumers alike.

Youth and Women in Entrepreneurship

A noteworthy aspect of the report is the demographic breakdown of small and medium-sized enterprises (SMEs). Youth entrepreneurs now account for 38% of all SME records, while women have made substantial strides, owning 47% of these businesses. This data underscores the evolving landscape of entrepreneurship in Saudi Arabia, where both youth and women are taking on more prominent leadership roles.

Regional Insights on SME Growth

The report also provides a detailed look at regional contributions to new business registrations. The Riyadh Region leads the way with 28,181 new records, representing 35.2% of the total. Following closely is Makkah, with 14,498 records (18.1%), and the Eastern Region, which has 12,985 records (16.2%). Qassim contributes 4,920 records (6.2%), while other regions collectively account for 19,416 records (24.3%). This distribution highlights the diverse entrepreneurial activity across the Kingdom.

Investment Opportunities in Education

Minister of Education Yousef Al-Benyan opened the report by discussing the promising investment landscape in the education sector, which is projected to exceed SR50 billion ($13.3 billion) by 2030. He emphasized that SMEs constitute approximately 98% of educational institutions, with women owning 39.4% of these establishments. This statistic illustrates the critical role that SMEs play in shaping the educational framework of the country.

Expanding SME Enablement Programs

The report also notes the ongoing expansion of SME enablement initiatives. In the second quarter of 2025, 3,175 SMEs benefited from the Tomoh Program, with many of these businesses subsequently listed on the parallel market, known as Nomu. This program is part of a broader effort to support entrepreneurs and enhance their market presence.

The Kafalah Program, which was launched in 2006 to assist SMEs, has made significant strides as well. By the end of Q2 2025, it had delivered SR121 billion ($32.3 billion) in products and initiatives. Guarantees provided under this program exceeded SR86.8 billion ($23.2 billion), supporting 26,095 establishments through 12 different financing programs.

Venture Capital Growth

In terms of venture capital, Saudi startups raised SR3.225 billion ($862 million) across 114 deals in the first half of 2025. This marks a remarkable 116% annual growth in deal value and a 31% increase in deal volume, accounting for 56% of all venture capital funding in the Middle East and North Africa. Projections indicate that total funding could surpass SR3.75 billion ($1 billion) by the end of 2025, further solidifying the Kingdom’s position as a burgeoning hub for innovation and investment.

Riyadh as an Economic Hub

Riyadh continues to establish itself as a pivotal economic center, contributing approximately 50% of the Kingdom’s non-oil GDP. The government’s headquarters program has attracted over 600 international companies to set up regional offices in the city, enhancing its status as a key player in the global market.

The SME Monitor report confirms that Saudi Arabia’s private sector is performing robustly, bolstered by non-oil investments and sustained economic activity. Initiatives from Monsha’at, including the Monsha’at Academy, the Mazaya Platform, and various innovation centers, have provided vital support to tens of thousands of entrepreneurs, fostering a vibrant ecosystem for business growth.

Conclusion

The SME Monitor report is part of a quarterly series designed to offer investors, policymakers, and entrepreneurs valuable insights into Saudi Arabia’s entrepreneurial ecosystem and its future potential. As the Kingdom continues to evolve, the data presented in this report serves as a crucial resource for understanding the dynamics of its growing economy.
