UAE Cabinet Unveils Ambitious 50% Transformation to Agentic AI in Government Operations

During the meeting, Sheikh Mohammed bin Rashid declared a new framework aimed at transforming 50% of UAE government sectors and services to Agentic AI within two years. This initiative positions the UAE as the first government globally to implement Agentic AI models extensively across its operations.
AI as a Government Partner
Sheikh Mohammed bin Rashid emphasized the capabilities of AI, stating that modern AI models can monitor changes, provide analyses, offer recommendations, manage operations, and execute actions autonomously. He noted that AI will serve as an executive partner to enhance decision-making, improve services, and increase operational efficiency, all while evaluating results and suggesting real-time improvements.
He further outlined that the transformation’s timeline is set for two years, during which the performance of ministers and government entities will be evaluated based on their ability to adapt to these new standards and their understanding of emerging technological realities.
Training and Development Initiatives
The Vice President highlighted the government’s commitment to equipping federal employees with the necessary AI tools through continuous specialized training. The goal is to create a workforce proficient in artificial intelligence technologies, ensuring that the UAE remains at the forefront of government transformation.
Sheikh Mohammed bin Rashid also announced that Sheikh Mansour bin Zayed will oversee the implementation of this transformative vision. A dedicated taskforce, chaired by Mohammad Al Gergawi, Minister of Cabinet Affairs, has been established to ensure effective execution.
Phased Implementation and National Capacity Building
The project will roll out in phases across various ministries and federal entities, with continuous performance assessments guiding the process. This approach aims to optimize results and develop national capabilities by empowering government employees to master generative AI technologies.
The shift to Agentic AI builds on two decades of digital transformation within the UAE government, which has evolved from early eGovernment initiatives to advanced integrated systems such as the UAE Pass identity verification system.
Strategic Initiatives and Policy Framework
During the Cabinet meeting, several resolutions were approved to bolster the government services ecosystem. This includes the adoption of the UAE Code for Government Services and the Zero Bureaucracy initiative, which aims to establish unified national policies to enhance service quality and streamline procedures.
The Cabinet also approved a “government services digital records policy” to create a national framework for managing government data, ensuring transparency and aligning data management with national priorities. Additionally, a “government services data sharing policy” was introduced, emphasizing secure data collection and usage across entities.
The Cabinet’s initiatives extend to the reconstitution of the Higher Committee for Free Trade Negotiations and the Board of Emirates Development Bank, which will focus on enhancing economic growth and international cooperation.
Sustainability and International Engagement
In terms of sustainability, the Cabinet reviewed progress under the National Biofuel Policy 2025, which includes projects aimed at converting waste into sustainable aviation fuel and developing biodiesel production facilities.
The UAE’s commitment to international cooperation was further highlighted through the ratification of 16 international agreements covering various sectors, including economic partnerships and humanitarian cooperation. The UAE will also host significant global events, reinforcing its role as a platform for dialogue and innovation.
