This resolution, which calls for the adoption of the WHO Pandemic Agreement, is set for final consideration by the Assembly on Tuesday during the plenary session.

In addition to the PABS, Member States have instructed the IGWG to create a Coordinating Financial Mechanism specifically tailored for pandemic prevention, preparedness, and response. This mechanism aims to establish a Global Supply Chain and Logistics Network (GSCL) that will facilitate equitable and timely access to pandemic-related health products, especially in urgent public health emergencies. Commitment from Pharmaceutical Manufacturers

As part of the PABS initiative, pharmaceutical manufacturers are expected to contribute significantly to equitable access. They will commit to providing WHO with rapid access to 20% of their real-time production of safe vaccines, therapeutics, and diagnostics during pandemic emergencies. The allocation of these resources will prioritize countries based on public health risk and need, with special attention devoted to developing nations, thereby fostering global equity.

This landmark agreement aligns with the amendments made to the International Health Regulations, approved by governments at the previous year’s World Health Assembly. Established in December 2021 during a special session of the World Health Assembly, the INB was tasked with developing an international instrument to enhance pandemic preparedness. With a diverse membership representing various countries and experiences, the INB’s work sets a solid foundation for future health governance and international cooperation.
