Massachusetts voters to decide on Question 7 for smaller lot starter homes

Massachusetts voters will soon decide on Question 7, a ballot initiative aimed at legalizing the construction of homes on smaller lots, potentially reshaping the state’s housing landscape. If approved, the measure would allow single-family homes to be built on residentially zoned lots of at least 5,000 square feet, a change advocates believe could stimulate the sluggish housing market and promote the development of starter homes.

Question 7, which will be on the ballot this fall, stipulates that lots must have at least 50 feet of street frontage and access to public sewer and water systems. Proponents, including Andrew Mikula, chief housing economist at the Pioneer Institute and organizer of the initiative, argue that this change is essential for addressing the housing crisis in one of the nation’s most expensive real estate markets. Mikula describes the initiative as a “baseline standard” for housing development in modern metropolitan areas.

Potential Impact on Housing Supply

Supporters of Question 7 anticipate that it could unlock approximately 200,000 parcels across Massachusetts for new housing development. However, the Jonathan M. Tisch College of Civic Life at Tufts University projects that the actual number of new homes built may be significantly lower, estimating around 750 additional homes annually due to potential resistance from homeowners and local governments.

Despite this conservative estimate, proponents believe that the initiative could lead to a substantial increase in housing supply. Mikula and his team suggest that their analysis indicates the possibility of 2,200 to 5,700 new homes being constructed each year, especially if homeowners are allowed to subdivide their properties for family members.

Massachusetts currently faces a critical housing shortage, with an estimated need for 222,000 new homes by 2035 to meet demand and stabilize prices. The state received an F grade in the recent Realtor.com State-by-State Housing Report Card, highlighting the urgency of addressing housing affordability and availability.

Support and Opposition

Question 7 has garnered significant backing, including endorsements from over 100 organizations and public figures, such as Democratic Governor Maura Healey and various local mayors. Airbnb has also contributed $105,000 to support the campaign, aligning with its broader efforts to enhance housing availability.

Conversely, the Massachusetts Municipal Association has voiced strong opposition, arguing that the measure undermines local zoning authority and fails to consider existing infrastructure capacity. Critics, including the Massachusetts Republican Party, contend that a statewide mandate could disrupt local governance and neighborhood character.

As the debate unfolds, the outcome of Question 7 could set a precedent for similar initiatives in other states, where local governments have expressed concerns about losing control over zoning regulations. Mikula maintains that the initiative allows for local flexibility within a structured framework, enabling municipalities to establish their own design standards while adhering to the new baseline requirements.
