The Islamic Corporation for the Development of the Private Sector (ICD) and the State Oil Company of Azerbaijan Republic (SOCAR) have formalized their collaboration by signing a Memorandum of Understanding (MOU) on June 17, 2026, in Baku. This agreement was reached during the Private Sector Forum, part of the IsDB Group Annual Meeting, and aims to enhance Shariah-compliant financing for infrastructure projects in Azerbaijan and other member states.

Framework for Shariah-Compliant Financing

The MOU establishes a comprehensive framework to explore limited-recourse Public-Private Partnership (PPP) financing solutions. This initiative is particularly focused on infrastructure and energy projects, which are critical for economic development in Azerbaijan and other ICD member countries. The collaboration will be active from 2026 to 2027, targeting joint venture project companies co-owned by SOCAR and its investment partners.

Under this agreement, both organizations will work together to identify and assess financing opportunities. The ICD will provide tailored Shariah-compliant financial solutions, leveraging recognized PPP structures to expedite the development of large-scale projects.

Following the signing, Dr. Khalid Khalafalla, Acting CEO of ICD, emphasized the significance of this partnership. He stated that it represents a pivotal step in ICD’s strategy to mobilize private capital across its member countries.
