Political Dialogue and Constructive South-South Cooperation
Over the past three decades, relations between Baku and Rabat have matured into a dynamic framework encompassing political dialogue, parliamentary diplomacy, education, and cultural exchange. Today, Azerbaijan–Morocco ties serve as a model for constructive South-South cooperation, illustrating the value of building bridges across regions and fostering collaborative efforts.
At the political level, official reciprocal visits have reaffirmed the two countries’ intent to deepen bilateral cooperation. The visits of Moroccan Parliament Speaker Rachid Talbi Alami to Baku in 2022 and 2023 — including his participation in the Non-Aligned Movement Parliamentary Network and a special session honoring National Leader Heydar Aliyev — underscore Morocco’s recognition of Azerbaijan’s growing role as a regional and international player. Equally, Milli Majlis Speaker Sahiba Gafarova’s official visit to Rabat in 2023, along with her meetings with Moroccan political leadership, reflects their shared aspiration to elevate bilateral ties to a new strategic level.
Parliamentary diplomacy is playing an increasingly active role in this evolving relationship. The establishment of the Azerbaijan–Morocco interparliamentary working groups and frequent institutional dialogues have paved the way for stronger legislative cooperation, policy exchange, and coordinated positions in international forums. Recently, a parliamentary delegation from Morocco paid a productive visit to Baku, reflecting the significance of these interactions.
During this visit, discussions with members of the Azerbaijan–Morocco Interparliamentary Working Group focused on education, cultural ties, and parliamentary cooperation, emphasizing the importance of aligning national efforts with global literacy and development goals. Additionally, meetings featuring Moroccan journalists from leading media outlets in Baku highlighted how media diplomacy can promote peace and the reintegration of social narratives. Such collaborative efforts are vital in advancing the interests of the Global South while reinforcing the principles of sovereignty, territorial integrity, and peaceful coexistence.

The 7th session of the Joint Intergovernmental Commission on Trade, Economic, and Scientific-Technical Cooperation, held in Baku in May 2023, alongside the visit of Azerbaijani Foreign Minister to Rabat, has created new momentum for economic engagement. The presence of Moroccan companies in Azerbaijan’s tourism and energy sectors showcases the untapped potential for business-to-business collaboration that could enrich both economies.
Cultural diplomacy has become an increasingly significant aspect of Azerbaijan–Morocco relations. During her visit to Morocco, Ms. Leyla Aliyeva, Vice-President of the Heydar Aliyev Foundation, engaged in meaningful discussions centered around child welfare and the Foundation’s initiatives aimed at enhancing support services for children. This reinforces how cultural ties can foster deeper connections beyond conventional diplomatic channels.
Further deepening cultural affinities, Her Royal Highness Princess Lalla Hasnaa, President of the Rabat Heritage Preservation Foundation, attended the International Carpet Festival in Baku as its honorary guest. The subsequent organization of the Rabat Carpet Art Exhibition at the Azerbaijan National Carpet Museum was a vivid testament to the growing cultural bond between the two nations. Such high-level cultural exchanges, including educational collaborations, foster mutual appreciation and understanding among the people of both countries.
The common membership in significant organizations, such as the Organization of Islamic Cooperation and the Non-Aligned Movement, provides a robust multilateral platform for coordination. Both countries advocate for a fairer global order, emphasizing the importance of cultural heritage and development-oriented partnerships.

As Azerbaijan prepares to host the World Urban Forum (WUF13) in 2026, Morocco — recognized as a leader in urban planning and sustainability — will be a key stakeholder and partner in this globally significant event. This partnership highlights how both nations can collaborate on major issues that resonate on both regional and international stages.
Looking ahead, the future of Azerbaijan–Morocco relations is built on a foundation of trust, respect, and shared values. By investing in initiatives such as youth exchange, green energy cooperation, and digital transformation, both countries have the potential to turn their bilateral agenda into a broader platform for Afro-Eurasian dialogue and prosperity.
