Dubai’s Community Development Authority (CDA) has implemented a range of initiatives aimed at enhancing the quality of life for people of determination. Central to these efforts is the Sanad card, which offers a variety of benefits to both residents and visitors who provide proof of disability.

Understanding the Sanad Card

The Sanad card is designed to grant exclusive privileges to individuals with disabilities in Dubai. This initiative was launched in 2015 as part of the ‘My Community, A Place for Everyone’ program, spearheaded by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai. The CDA has also introduced a digital Sanad tourist card for international visitors, which became available in April 2025.

Benefits of the Sanad Card

Holders of the Sanad card can access a wide array of benefits, which include:

  • Free parking permits for one vehicle per person.
  • Exemptions from vehicle registration fees imposed by the Roads and Transport Authority (RTA).
  • Waivers on Salik fees for one vehicle and public transport fares.
  • Discounts of 50% on monthly home internet packages, prepaid mobile data packs, and post-paid plans.
  • A 50% reduction in taxi fares.
  • Access to Dubai Police’s Labaih Service, allowing visitors to complete transactions without leaving their vehicles.
  • Exclusive discounts at various malls, restaurants, pharmacies, and healthcare services.
  • Priority access to government services.
  • Free entry and discounts at major attractions, including the Dubai Frame, museums, public parks, Burj Khalifa, and Dubai Safari.

Required Documentation

To apply for a Sanad card, applicants must prepare specific documents as outlined by the CDA.

For Residents of Dubai:

  • An electronic copy of a valid Emirates ID.
  • An electronic copy of a medical report from a recognized diagnostic authority in the UAE, confirming the disability and detailing it according to the UAE’s Unified National Classification.
  • An electronic copy of proof of residence in Dubai.

The Sanad card for residents is valid for two years.

For Tourists in Dubai:

  • An electronic copy of a certified medical report from the individual’s home country or an official disability card issued by their home country.
  • An electronic copy of a recent high-quality personal photograph (4cm by 5cm).

The tourist Sanad card is valid for two months.

Application Process for the Sanad Card

Individuals can apply for the Sanad card through several channels: the Dubai Now app, the CDA’s website, or in person at a Customer Happiness Centre in Dubai.

Applying via the Dubai Now App:

  1. Download the Dubai Now app from the Google Play Store or Apple App Store. Residents should log in with their UAE PASS, while tourists can sign in as guests.
  2. Select the ‘Community’ category and tap on ‘Sanad Card’ or ‘Sanad Tourist Card’ based on your needs.
  3. Submit the required documents and fill in personal details, such as phone number and address.
  4. Upon submission, the digital card will be issued within 24 hours.

Applying through the CDA’s Website:

  1. Visit the CDA’s website at cda.gov.ae and log in with your UAE PASS or as a guest if you are a tourist.
  2. Navigate to ‘Services’ and select ‘Determined Ones’, then choose ‘Issue Sanad Card’.
  3. Complete the application form with contact details and upload the necessary documents.
  4. The CDA processes applications within one working day for tourists and two working days for residents.

Applying in Person at a Customer Happiness Centre:

To apply in person, visit a CDA Customer Happiness Centre located at Al Barsha Community Centre, Al Twar Municipality Centre, or Hatta Community Centre.

  1. Submit physical documents to a service desk agent.
  2. Complete any required verification forms with assistance from the centre staff.
  3. A reference tracking number will be provided for your application.

The processing time typically takes three working days, after which the digital or physical card will be issued.
