Dubai Opens Integrated Pet Shelter in Warsan, Strengthens Animal Welfare with Digital Adoption Platform
Dubai Municipality has inaugurated a new integrated pet shelter at the Birds and Pets Market in Warsan, alongside the launch of a dedicated digital adoption platform. This initiative aims to enhance animal welfare, promote responsible pet ownership, and ensure the humane management of stray companion animals.
The establishment of the shelter aligns with Dubai Municipality’s ongoing commitment to improving veterinary services and fostering a compassionate environment for animals. This effort reflects the emirate’s humanitarian values and its objectives related to quality of life.
Furthermore, the project supports the Dubai Civility Committee’s goals by enhancing the urban landscape, encouraging positive community behavior, and promoting compassion and responsible civic practices.
Digital Adoption Platform Launched
In conjunction with the shelter’s opening, Dubai Municipality unveiled a digital adoption platform. This platform enables residents to explore animals available for adoption and access detailed information about their health and behavioral profiles.
Designed to streamline the adoption process, the platform assists prospective pet owners in making informed decisions based on the specific needs and characteristics of each animal.
Comprehensive Animal Care
The new shelter provides a safe and humane environment for stray and loose companion animals, offering a variety of services, including veterinary treatment, rehabilitation, grooming, and adoption.
Animals receive thorough care in accordance with internationally recognized health and welfare standards before being matched with suitable adoptive families.
Facility Features
The facility includes several key components:
- A Customer Happiness Centre
- A dedicated pre-adoption viewing area
- Interactive adoption rooms
- A fully equipped veterinary clinic
- A state-of-the-art surgical operating theatre
- A rehabilitation and reception area for rescued animals
- A center focused on reuniting lost pets with their owners after verifying ownership details
Partnerships to Strengthen Animal Welfare
As part of this initiative, Dubai Municipality has signed memoranda of understanding with Vets Fur Pets Veterinary Clinic and Phoenix Veterinary Clinic.
These partnerships aim to elevate animal welfare standards by adopting international best practices, implementing digital solutions, and fostering community-focused care initiatives. The agreements encompass the treatment and rehabilitation of stray and loose companion animals suffering from injuries or serious illnesses, as well as public awareness programs centered on responsible pet ownership.
The collaboration also supports humane population management programs, including Trap-Neuter-Return (TNR) initiatives for stray cats and care programs for stray dogs and cats.
Additionally, these partnerships will facilitate educational campaigns, training programs, workshops, and knowledge-sharing initiatives involving government entities, veterinary professionals, academic institutions, community groups, and volunteers.
Supporting the ‘One Health’ Approach
Dr. Naseem Mohammed Rafei, Acting CEO of the Environment, Health and Safety Agency at Dubai Municipality, emphasized that the shelter represents a significant advancement in public health and veterinary services across the emirate.
He stated that the shelter supports the ‘One Health’ approach, which recognizes the interconnectedness of human, animal, and environmental health. Dr. Rafei noted that it also promotes responsible adoption and pet ownership while reinforcing the values of compassion, humanity, and civic responsibility that align with Dubai’s vision to become the world’s best city to live in.
Dubai Municipality continues to adopt a scientific and humane approach to managing stray and loose companion animals through initiatives such as the internationally recognized Trap-Neuter-Return program and, where applicable, the Trap-Neuter-Vaccinate-Return program.
Earlier this year, the municipality also launched the region’s first “Ihsan” smart feeding stations, deploying 12 AI-powered feeding units across Dubai to support animal welfare and environmental sustainability.
