Dubai Approves AED 18 Billion Development Package, Featuring 15 km Elevated Road to Enhance Connectivity
Dubai’s Executive Council has approved a comprehensive development package valued at AED 18 billion, which includes the construction of a strategic 15 km elevated road corridor parallel to Sheikh Zayed Road. This initiative aims to significantly improve traffic flow and connectivity in the region.
Key Developments Announced
During a meeting chaired by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and the UAE’s Deputy Prime Minister and Minister of Defence, a series of projects were unveiled. These projects encompass various sectors including culture, trade, infrastructure, Emiratisation, finance, investment, urban planning, and population data.
The newly proposed road corridor is part of the First Al Khail Street Development Plan, which is projected to reduce travel time on Sheikh Zayed Road by 51% during peak hours. This corridor is expected to serve approximately 2.6 million residents and will enhance access to key areas such as Al Barsha, Al Quoz, Business Bay, and Meydan.
Construction is slated to commence in the third quarter of 2027 and conclude in the fourth quarter of 2030. The project will utilize innovative technologies to ensure timely delivery while minimizing disruptions to existing traffic.
Broader Initiatives for Economic Growth
In addition to the elevated road, the Executive Council approved several other initiatives aimed at bolstering Dubai’s economic landscape. These include a strategy to enhance Emirati talent in private education, the establishment of a unified Dubai Investor Register, and the creation of a new visual identity for the emirate’s address system. Furthermore, a Global Centre for Technology and Innovation in Islamic Finance will be launched.
Other notable projects include the implementation of a real-time population monitoring system, the Dubai Cultural Strategy 2033, and an enhanced Dubai Customs Strategy. These initiatives reflect Dubai’s commitment to fostering growth across multiple sectors.
Sheikh Hamdan emphasized that Dubai is dedicated to transforming ambition into action, aligning with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai.
Cultural Strategy to Foster Local Talent
The Dubai Cultural Strategy aims to support over 6,000 local talents and increase the sector’s contribution to the GDP to 5.4%. The strategy also seeks to attract more than 6,000 international creatives and expand Dubai’s cultural asset footprint by over 200%.
This initiative will outline 40 specific projects focused on innovation, design challenges, and talent development. The goal is to position Dubai as a leader in cultural innovation while remaining rooted in the UAE’s heritage. The strategy will be led by Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture and Arts Authority.
Enhancements to Trade and Education
The Dubai Customs Strategy 2030 is designed to facilitate trade, strengthen economic partnerships, enhance security and compliance, and improve the customer experience. This strategy aims to ensure seamless trade operations, bolster Dubai’s global competitiveness, and protect local communities, further solidifying Dubai’s status as a global trade hub.
The Emirati Talents Strategy in Private Education aims to increase Emiratisation within the sector by targeting 3,000 nationals by 2033. The strategy emphasizes the importance of Emiratis in teaching roles and aims to improve turnover rates. Initiatives under this strategy include the establishment of a Teacher Qualification and Accreditation Academy and pathways for employing retirees.
Unified Dubai Investor Register and Address System
The newly approved Dubai Investor Register will serve as a unified platform for all institutions and individuals operating or investing in Dubai. This initiative supports the Dubai Economic Agenda, aiming for AED 650 billion in foreign direct investment by 2033. The register will streamline operations, allowing companies to function across multiple zones without the need for re-registration, thereby reducing costs and operational burdens.
Additionally, the Executive Council has approved a new visual identity for Dubai’s address system. This initiative will provide address signage with a distinctive urban character inspired by the emirate’s environment. It aims to enhance geographic orientation and navigation across 186 areas by 2029.
Sheikh Hamdan remarked that the approvals reflect the breadth of Dubai’s ambitions and its commitment to its residents and future generations.
