Dubai’s innovative response to extreme weather events has taken a monumental leap forward with the approval of a 100-year deep-tunnel drainage system. This ambitious project is a direct reaction to the record-breaking rainfall that struck the city in April 2024, revealing critical vulnerabilities in Dubai’s existing drainage infrastructure. Announced at the Mohammed bin Rashid Leadership Forum 2025, held at the Dubai World Trade Centre under the patronage of Sheikh Mohammed bin Rashid, Vice President and Prime Minister of the UAE and Ruler of Dubai, this initiative positions the city as a global leader in urban resilience and infrastructure foresight.
The unprecedented storms of April 2024 brought Dubai’s drainage systems to their limits, inundating roads, disrupting commutes, and putting immense pressure on city services. This extreme weather event served as a prompt for immediate and comprehensive action, leading to the swift approval of the deep-tunnel drainage system. Eng. Marwan Bin Ghalita, Acting Director General of Dubai Municipality, described the crisis as “a blessing” that accelerated the implementation of long-planned infrastructure upgrades. He highlighted the spirit of unity among various stakeholders, emphasizing that solving such challenges requires a team effort without assigning blame.
At the heart of Dubai’s response is the Tasreef programme, a visionary AED 30 billion stormwater management plan designed to expand the city’s drainage capacity significantly by 2033. This programme aims to increase the drainage system’s capacity by a staggering 700%, enabling the city to handle over 20 million cubic metres of water daily. Alongside boosting capacity, the initiative also focuses on efficiency, targeting a 20% reduction in construction and operational costs for pumping stations. The deep-tunnel drains are engineered to accommodate maximum flow rates of up to four cubic metres per second, marking an impressive upgrade in technical capability.
Dubai’s strategy extends beyond physical infrastructure to incorporate cutting-edge technology and strategic collaborations. A landmark AED 150 million partnership with Dubai South is underway to construct a secondary stormwater tunnel linking the district’s network with the deep-tunnel system via Expo Road. This connection will enhance surface runoff management, lowering flood risks, and safeguarding critical infrastructure such as roads, buildings, and public assets. Furthermore, the use of Geographic Information Systems (GIS) allows city planners to conduct detailed flood risk simulations. These simulations identify vulnerable zones swiftly, facilitating prompt, targeted emergency responses.
The integration of data systems is pivotal in Dubai’s approach to crisis management. According to Eng. Bin Ghalita, consolidating information from multiple databases enables rapid decision-making during emergencies. As the physical infrastructure grows, so does the sophistication of Dubai’s data infrastructure, ensuring the city’s readiness for future extreme weather scenarios. This technological backbone, combined with extensive public-private partnerships, reflects Dubai’s reputation as a hub for global collaboration in innovative urban solutions.
