Dubai Amends Conciliation Law, Strengthens Legal Framework

Dubai’s Ruler, His Highness Sheikh Mohammed bin Rashid Al Maktoum, has introduced Law No. (2) of 2026, establishing a comprehensive legislative framework focused on public safety within the Emirate. Effective June 1, 2026, this new law aims to enhance safety standards for individuals and property, aligning with the region’s commitment to sustainable development.

Objectives of the New Law

The primary goal of this legislation is to safeguard lives and property by minimizing injuries and fatalities associated with accidents. The law outlines standards for ensuring the safety of public services and products in the market, emphasizing preventive measures aligned with international best practices.

In addition, the law is designed to bolster public safety at venues and events, which is crucial for Dubai’s tourism and leisure sectors. It emphasizes the importance of raising community awareness regarding safety practices while engaging the public in compliance efforts.

Oversight and Regulatory Responsibility

The responsibility for overseeing and regulating public safety has been assigned to the Environment, Health and Safety Agency of Dubai Municipality, in coordination with relevant authorities. This agency is endowed with specific powers and responsibilities to ensure effective implementation of the law.

The legislation establishes standards for public safety across various venues and events, addressing essential aspects such as equipment standards, adequate lighting and ventilation, emergency exits, crowd control measures, and noise level regulations to prevent hearing hazards.

Required Safety Measures

Venues hosting events will be mandated to provide essential safety infrastructure, including fire-fighting equipment, emergency evacuation plans, first-aid supplies, trained safety personnel, alarm systems, and safety signage. Maintenance standards for residential buildings, electrical appliances, and recreational facilities like pools and beaches will also be defined, compelling owners, operators, and service providers to align with the law and ensuing regulations.

Public Responsibilities

The law also delineates responsibilities for the public, requiring compliance with safety procedures and guidelines in communal spaces, entertainment venues, and public events. Members of the public will be expected to follow instructions for using equipment and cooperate with safety supervisors during emergencies.

Furthermore, the new law specifies that individuals must adhere to designated swimming times at beaches, avoid restricted areas, and comply with safety instructions regarding equipment use. Failing to observe these obligations could result in penalties.

Prohibited Activities

Engaging in the handling of hazardous materials such as explosives, toxic or flammable substances, or unapproved products is strictly prohibited under the new legislation. The law stipulates that individuals cannot tamper with waste containers or interfere with municipal infrastructures such as sewer systems without explicit authorization.

The sale or use of tools, devices, or products intended for human interaction or education that fail to meet established safety standards is also banned, with specific requirements for product instructions provided in both Arabic and English.

Penalties for Violations

Violators of the law may face penalties ranging between AED 500 and AED 1,000,000, with repeat offenses incurring double penalties, potentially reaching AED 2,000,000. The Dubai Executive Council will designate what constitutes a violation and the corresponding fines.

Judicial enforcement powers are granted to Dubai Municipality officials and relevant authorities, allowing them to document violations and, when necessary, involve law enforcement.

Appeals Process

Affected parties have the right to file a written appeal against decisions made under the law within 10 working days of notification. The appointed committee will resolve appeals within 30 days, and its decisions will be considered final.

It is emphasized that Dubai Municipality and related authorities will not be held liable for harm arising from non-compliance by property owners.

Transition from Previous Regulations

All stakeholders are required to comply with the provisions of the new law within a two-year timeframe, with the potential for a one-time extension upon the Executive Council’s approval. The new law supersedes Local Order No. (11) of 2003 concerning public health and community safety, while maintaining the validity of existing regulations until they are replaced.

This legislative move marks a significant step in bolstering public safety frameworks in Dubai, ensuring that the emirate continues to safeguard its residents and visitors alike.
