Hainan Launches RMB 5 Million Flight Voucher Program to Boost Inbound Tourism

HAIKOU, CHINA – On April 22, 2026, Hainan Province, located in southern China, announced a partnership with the international travel platform Trip.com to introduce a flight voucher program valued at RMB 5 million (approximately $730,000). This initiative aims to reduce air travel costs for inbound tourists, enhancing the appeal of Hainan as a travel destination.

Promotional Campaign Details

The campaign, titled “Discount Flights to Hainan, Enjoyable Vacations,” commenced on April 22 and is set to run until August 30, 2026. It is being promoted across more than 30 global Trip.com sites, with flight discounts serving as the primary incentive to attract tourists.

The program features two tiers of vouchers. Tourists from seven Southeast Asian nations—Vietnam, Laos, Cambodia, Thailand, Malaysia, Singapore, and Indonesia—as well as Japan, South Korea, Hong Kong, Macao, and Taiwan, can receive a discount of RMB 400 (approximately $58) on flight purchases of RMB 1,600 or more. Tourists from other international destinations can benefit from a RMB 600 (about $87) discount on flight bookings of at least RMB 3,000.

How to Access Discounts

To participate, tourists can log into the Trip.com app, navigate to the “Flights” section, and book round-trip tickets on designated airlines from non-Chinese mainland cities to Hainan’s major cities, Haikou and Sanya. Each user is limited to one discount, which is calculated based on the number of passengers in a single order. The discount can be combined with standard promotions on Trip.com, provided the settled fare meets the minimum spending requirement. Enhancing the Travel Experience

Hainan’s Department of Tourism, Culture, Radio, Television, and Sports has collaborated with Trip.com to streamline the voucher application process and provide clear instructions for users. This effort aims to create a seamless experience from policy implementation to consumer engagement.

In addition to airfare discounts, Hainan has launched six premium tour routes showcasing the island’s diverse attractions, along with ten ocean-themed routes that connect key coastal sites. These offerings encompass a variety of tourism products, including family educational tours, coastal vacations, health and wellness activities, cultural explorations, theme park visits, outdoor sports, and local culinary experiences. This initiative aims to provide international tourists with immersive travel options and expand Hainan’s inbound tourism portfolio.

Exclusive Benefit Package for Tourists

An exclusive benefit package for inbound tourists was introduced on April 17, 2026. Available through the NihaoChina app, the UnionPay app, and the “Kuyou Hainan” WeChat mini-program, this package offers a comprehensive range of benefits across the travel chain, including dining, accommodation, transportation, sightseeing, shopping, entertainment, and wellness services. The ongoing 6th Asian Beach Games in Sanya also allows overseas athletes, team officials, and relevant delegates to access these benefits.

Tourists can claim the exclusive benefit package in three simple steps: log in to the specified platforms to view promotional details, call the dedicated service hotline to make a reservation, and present a valid passport, Mainland Travel Permit for Hong Kong, Macao, and Taiwan Residents, or relevant Asian Beach Games credentials for verification at participating locations.

Visa-Free Entry and Tourism Growth

Hainan currently offers visa-free entry to citizens from 86 countries and regions, significantly enhancing the convenience of inbound travel. Following the initiation of independent customs operations at the Hainan Free Trade Port, inbound tourism has seen remarkable growth. In the first quarter of 2026, Hainan welcomed over 495,000 inbound tourists, reflecting a year-on-year increase of more than 54%.
