UAE Aims for 50% Government Operations Transition to Agentic AI Within Two Years, Says Al Gergawi

Abu Dhabi, UAE: His Excellency Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs and Chairman of the Agentic AI Project Executive Committee, inaugurated the Agentic AI Retreat at Qasr Al Watan in Abu Dhabi. The event gathered over 400 senior government officials to discuss the strategic framework for the national Agentic AI system.

Al Gergawi outlined a bold initiative aimed at transitioning 50% of government sectors, services, and operations to Agentic AI models within the next two years. This ambitious plan positions the UAE as the first government globally to undertake such a transformation.

The Minister emphasized that the directives from His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, and His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, have been instrumental in guiding the UAE government towards achieving national objectives in this critical area.

Al Gergawi noted, “We began our AI journey as a government in 2017, launching the National Artificial Intelligence Strategy and appointing the world’s first Minister of State for Artificial Intelligence. Our leadership had a clear and forward-looking vision. Today, the UAE leads the world in AI adoption, with a rate exceeding 70%, the highest globally according to Microsoft’s latest report.”

He further stated, “None of this would have been possible without nine years of focused effort in building strategies, creating the right legislative environment, and sustaining investment in this sector. Today, the UAE is the most AI-mature government, society, and financial sector in the world.”

Decades of Continuous Government Development

Al Gergawi traced the evolution of government development in the UAE, highlighting how each phase has redefined the relationship between the government and its citizens. The e-Government initiative launched in 2001 by His Highness Sheikh Mohammed bin Rashid was followed by the transition to Smart Government in 2013, which mandated 24/7 service delivery. The introduction of Agentic AI marks a significant leap forward, transitioning from mere task automation to a government capable of proactive thinking, planning, and execution.

He remarked, “Every era has redefined something fundamental. The Industrial Revolution redefined the economy. The internet redefined knowledge. Agentic AI today is redefining everything at once, from government to economy to education and every sector in between.”

Al Gergawi explained that Agentic AI fundamentally differs from generative AI tools, as it goes beyond information retrieval to execute integrated task chains and manage operations independently. “In essence, it is like having an additional team member who executes the tasks you assign, exactly the way you want them done,” he said.

He emphasized that AI does not replace human workers but liberates them, providing more time for creativity and innovation. “AI gives people the most valuable thing they have, which is time. More time for family, more time for entrepreneurship, more time for creativity, and more time to build new ideas and sectors that serve our economy and our country.”

Currently, the Ministry of Cabinet Affairs operates around 140 Agentic AI assistants on the GovAI platform.

Unprecedented Economic Opportunity and Implementation Tracks

Al Gergawi highlighted that global studies indicate AI can enhance workforce productivity by over 40% in certain sectors. He asserted that this technology will be pivotal in achieving the UAE’s national economic goal of AED 3 trillion by 2031, with confidence that the target will be met ahead of schedule. “We have 80,000 employees across the federal government. Agentic AI enables us to multiply their efficiency in the right way. This is a historic opportunity for economic growth and global impact on a scale we have not seen before.”

He outlined five integrated implementation tracks, each led by senior federal ministers and officials:

  1. Capabilities and Training: Led by Her Excellency Ohood bint Khalfan Al Roumi, this track aims to train 80,000 federal employees as Agentic AI experts, equating to a productive capacity of 800,000 employees. Training will be linked to promotions and performance evaluations.
  2. AI Technologies and Data: Under the leadership of His Excellency Omar Sultan Al Olama, this track will establish procedures for adopting AI assistants across government entities, along with approved AI guidelines and systems.
  3. Operations and Institutional Support: Led by Her Excellency Maryam bint Ahmed Al Hammadi, this track focuses on transitioning 50% of institutional operations to Agentic AI systems through specialized teams in various departments.
  4. Strategy and Governance: This track, led by Her Excellency Huda Al Hashimi, aims for a tenfold increase in the speed of complex decision-making and a 100% improvement in decision accuracy through AI-powered strategies.
  5. Government Services: Led by His Excellency Mohammed Rashid bin Tuleiah, this track targets the transition of 50% of government services to Agentic AI models, aligning with the leadership’s directive to make the UAE the world’s best government in service delivery.

Al Gergawi concluded by affirming the leadership’s directive for 50% of government operations to be powered by Agentic AI within two years, expressing confidence that this goal will be surpassed. “This is not merely a technology project. It is a national, sovereign, and strategic undertaking to build the world’s best government and the world’s best country.”
