Abu Dhabi Global Market (ADGM) has reported a significant surge in financial licenses following its expansion to Al Reem Island, which now accounts for a substantial portion of new licenses issued. This development marks a pivotal shift in the region’s financial landscape, as Al Reem transitions from a primarily residential area to a burgeoning hub for international finance.
Since ADGM extended its jurisdiction to Al Reem Island in 2023, the area has seen a remarkable increase in business activity. According to ADGM data, 2,746 licenses have been issued on Al Reem, with 62% of new financial licenses in 2026 alone coming from this location. This growth reflects a broader trend of businesses opting for Al Reem over the traditionally established Al Maryah Island, where ADGM’s headquarters are located.
Unified Regulatory Framework
The expansion is anchored in ADGM’s “One ADGM” initiative, which ensures that firms on Al Reem Island operate under the same legal and regulatory framework as those on Al Maryah Island. This integration simplifies the business environment, providing continuity and clarity for companies. Arvind Ramamurthy, Chief Market Development Officer at ADGM, emphasized that businesses on Al Reem benefit from the same regulatory standards, enhancing their operational confidence.
Since the integration was completed in February 2025, over 600 new businesses have established themselves on Al Reem, with more than 500 existing firms migrating to ADGM licenses. The revised fee structure, which reduced commercial license fees significantly, has further incentivized business growth. For instance, initial registration fees for non-financial firms dropped from $10,000 to $5,500.
Attracting Diverse Businesses
Companies like Kristal.AI Middle East Limited have cited ADGM’s proactive regulatory approach as a key factor in their decision to operate from Al Reem. CEO Asheesh Chanda noted that the regulator’s engagement allowed them to adapt quickly to market opportunities, fostering a dynamic business environment. Networking events organized by ADGM have also facilitated valuable connections within the financial community.
The expansion addresses the growing demand for office space in Abu Dhabi, where occupancy rates have reached 98.5%. Al Reem Island offers a variety of commercial options, including serviced offices and co-working spaces, catering to businesses at different stages of growth. This flexibility is particularly appealing to startups like DeFarm Ltd., which has rapidly scaled its operations since incorporating in ADGM.
Contributing to Abu Dhabi’s Economic Diversification
The rise of Al Reem Island is part of Abu Dhabi’s broader strategy to diversify its economy, known as the Falcon Economy. The non-oil sector has shown robust growth, with finance emerging as one of the fastest-growing industries. Major financial institutions, including KKR and UBS, have expanded their operations in ADGM, further solidifying its status as a key player in the global financial landscape.
As ADGM continues to integrate Al Reem into its ecosystem, the potential for growth remains substantial. The collaboration between the two islands is expected to deepen, enhancing the overall business environment and attracting even more firms to the region. ADGM Chairman H.E. Ahmed Jasim Al Zaabi has expressed confidence that this expansion will reinforce Abu Dhabi’s position as the “Capital of Capital,” aiming to rank among the world’s top five international financial centers.
