Abu Dhabi Strengthens Health Initiative by Limiting Visibility of Unhealthy Foods in Supermarkets Starting January 1, 2027
Abu Dhabi has unveiled a significant health initiative aimed at promoting healthier lifestyles among its residents. Effective January 1, 2027, the emirate will restrict the prominent placement of high-fat, salt, and sugar (HFSS) food and beverage products in supermarkets and online stores. This initiative seeks to encourage healthier consumer choices while ensuring that these products remain accessible within store aisles.
The initiative, spearheaded by Healthy Living in collaboration with the Abu Dhabi Registration Authority (ADRA) and the Abu Dhabi Department of Economic Development (ADDED), aims to reshape shopping environments. By removing HFSS products from high-traffic and high-visibility areas, the policy intends to make healthier options more appealing and accessible to consumers.
Policy Framework and Collaboration
The new policy regulates the placement and promotion of HFSS products in both physical and online supermarket settings. Retailers will still be allowed to sell these items, but they will no longer be prominently displayed in locations such as store entrances, end-of-aisle displays, or checkout areas. The initiative also extends to online platforms, where HFSS products will not be featured prominently on home pages, in search results, or during the checkout process.
This policy was developed in partnership with various entities, including the Department of Health (DoH), Abu Dhabi Public Health Centre (ADPHC), Abu Dhabi Quality and Conformity Council (ADQCC), and the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA). The collaborative effort underscores a commitment to embedding preventive health measures into everyday life.
Implications for Retailers and Consumers
Under the new regulations, supermarkets with a floor area exceeding 4,000 square feet will be required to comply with these guidelines. Officials have emphasized that the initiative aims to support healthier consumer choices by altering how products are presented, rather than limiting access to HFSS items. Consumers will still have full access to their preferred products, but less nutritious options will not be placed in the most visible locations.
His Excellency Mohamed Munif Al Mansoori, Director General of ADRA, highlighted the importance of creating an environment conducive to health and well-being. He stated that the initiative reflects a commitment to meeting consumer demands while prioritizing health and safety. The collaboration with Healthy Living aims to make healthier choices more accessible and to empower consumers through awareness campaigns.
Behavioral Science and Global Best Practices
His Excellency Dr. Ahmed AlKhazraiji, Executive Director of Healthy Living, noted that the initiative is rooted in behavioral science and real-world evidence. He emphasized that when healthier options are more visible, consumers are more likely to make better choices. The policy draws on successful international examples where similar initiatives have been implemented, ensuring that it aligns with best practices in the sector.
Retailers across Abu Dhabi are currently working towards implementing the new standards. Carrefour has already completed compliance across its stores in the emirate ahead of the mandatory deadline, setting a precedent for other retailers.
Retailer Perspectives on Healthier Choices
Ahmed Galal Ismail, Chief Executive Officer of Majid Al Futtaim Holding, remarked on the unique opportunity retailers have to influence healthier communities through the choices they offer. He expressed pride in Carrefour’s compliance with the Responsible Food and Beverage Placement Standards and reiterated the commitment to creating shopping environments that promote healthier options for consumers.
As Abu Dhabi continues to position itself as a global business and economic hub, this initiative represents a proactive step towards enhancing public health. By transforming the shopping experience, the emirate aims to foster a culture of wellness among its residents.
