HUD unveils action plan to accelerate manufactured housing construction

Published:

The U.S. Department of Housing and Urban Development (HUD) has announced a new action plan aimed at accelerating the construction of manufactured housing, following recent legislative changes designed to reduce costs and enhance efficiency. This initiative, unveiled on Wednesday, seeks to modernize building codes and energy efficiency standards, thereby facilitating a more robust manufactured housing sector.

HUD’s plan is a response to the bipartisan 21st Century Road to Housing Act, which eliminated the requirement for manufactured homes to be built on a permanent steel chassis. This change is expected to significantly lower construction costs, with estimates suggesting a reduction of around $10,000 per unit. Additionally, HUD is amending its regulations to permit multistory manufactured homes, which could allow for larger units to be delivered more efficiently.

Modernizing Standards

According to HUD, the manufactured housing sector is at a pivotal moment, and the removal of the chassis requirement opens up new possibilities for home design and construction. The agency plans to update two key parts of the building code: construction and safety standards in Part 3280, and model installation standards in Part 3285. These updates aim to reflect contemporary construction techniques and innovations.

In conjunction with these changes, HUD is also considering new standards for foundations, anchoring, and connections, which are crucial for the stability and safety of manufactured homes. Joe Gormley, who oversees the Office of Housing and FHA, emphasized that this shift is not merely technical; it represents an opportunity to rethink how manufactured homes are designed and regulated, ultimately increasing supply for first-time homebuyers.

Industry Implications

The action plan comes at a time when manufactured housing is gaining attention as a viable solution to the ongoing housing crisis. Experts believe that with the right support and awareness, manufactured homes can provide affordable housing options for many families. However, the sector still faces challenges, including a lingering stigma and a lack of uniform zoning regulations across different municipalities.

Michael Tillman, CEO of PTM Partners, a Florida-based investment and development firm, noted that the absence of consistent zoning laws complicates the development process. He advocates for clearer guidelines to streamline the construction of manufactured housing, which he believes could attract more investment into the sector.

As HUD moves forward with its action plan, the focus will be on creating a consistent framework for multifamily modular construction, which could further enhance the appeal of manufactured housing as a solution to affordability issues. The agency also plans to develop case studies to assist new builders in navigating the complexities of modular housing.
