UAE’s ICP Targets 50% AI-Powered Transformation of Operations Within Two Years

Abu Dhabi: The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) convened the Agentic AI Forum on August 11, 2026, at Jumeirah at Etihad Towers. This initiative is part of a broader UAE Government strategic project aimed at transforming 50% of government operations, tasks, procedures, and services into systems powered by agentic AI within the next two years.

The forum was attended by Major General Suhail Saeed Al Khaili, Director-General of ICP, along with various directors-general, executive directors, and senior officials from the Authority. Major General Al Khaili emphasized that the forum aligns with the directives of the UAE leadership and is a crucial step towards integrating agentic AI into service delivery and institutional support operations.

He remarked that ICP is not only adapting to technological advancements but is also striving to lead in this area. The discussions at the forum were pivotal in establishing a unified vision across the Authority, laying the groundwork for leveraging agentic AI to enhance operational efficiency and readiness.

Strategic Vision for AI Integration

Major General Al Khaili stated that the outcomes of the forum represent a significant milestone in ICP’s journey toward AI-driven government operations. This includes fostering partnerships, identifying opportunities, and translating strategic ambitions into actionable initiatives that will elevate the Authority’s standing among leading government institutions in artificial intelligence deployment.

During the opening address, Juma Abdullah Al Kaabi, Acting Executive Director of the Digital Transformation Sector and Lead of ICP’s Agentic AI Tracks, highlighted the Authority’s commitment to evolving its institutional ecosystem. This evolution encompasses not only the adoption of advanced technologies but also business process re-engineering, empowering national talent, and cultivating a culture of innovation.

Enhancing Productivity and Decision-Making

Al Kaabi pointed out that the transition to agentic AI presents new opportunities for government institutions to boost productivity, expedite service delivery, enhance service quality, and improve decision-making accuracy. He noted that this shift would allow employees to concentrate on higher-value tasks, fostering a more agile and sustainable government framework.

He articulated that ICP’s vision extends beyond merely implementing artificial intelligence applications. The goal is to develop a new institutional model where intelligent capabilities are integral to workflows, serve as partners in decision-making, and enable the highest levels of efficiency and preparedness.

Project Tracks and Implementation

During the forum, leaders from various ICP project tracks outlined their action plans, target sectors, and expected outcomes. Brigadier Tariq Mohammed Bin Rabeea, Acting Executive Director of the Financial Resources and Administrative Affairs Sector, discussed the targets and implementation phases of the Operations and Institutional Support Track. He also elaborated on methods for measuring impact and identifying improvement opportunities.

Colonel Dr. Hamad Al Hindasi, representing the Capability Building and Training Track, presented the objectives and proposed partnerships for developing capabilities and training standards. Alia Obaid Al Falasi, Chief Artificial Intelligence Officer and Team Lead of the AI Technologies and Data Track, emphasized the importance of establishing a secure and efficient infrastructure. She outlined policies and guidelines necessary for the project’s success, ensuring alignment with federal government standards.

Saeed Al Zaabi, Deputy Director of the Government Services Department, detailed the vision, objectives, methodology, and key deliverables of the Government Services Track. Captain Hamad Al Tuwail, Head of the Quality and Administrative Operations Section, discussed the UAE Government’s strategic move towards agentic AI, focusing on improving decision-making speed and quality.

The forum served as a platform for collaboration and knowledge-sharing, reinforcing the commitment of the UAE Government to leverage technology for enhanced public service delivery.
