US Eases Export Controls on UAE, Strengthening Access to AI Chips and Military Technology

The United States has significantly relaxed its export controls on the United Arab Emirates (UAE), allowing broader access to military equipment, commercial spacecraft, and advanced computing technologies, including artificial intelligence (AI) chips and servers. This strategic shift positions the UAE as one of Washington’s most trusted partners, marking it as the first Arab nation designated under Country Group A:5 of the US Export Administration Regulations.

Easier Access to Strategic Technologies

The US Commerce Department’s Bureau of Industry and Security announced the UAE’s reclassification into Country Group A:5, while simultaneously removing it from the more restrictive Country Groups D:3 and D:4. This change enables the UAE government and approved commercial entities to acquire eligible items without needing individual export licenses, provided they adhere to specific conditions under the Strategic Trade Authorization exception.

The newly accessible items encompass various Commerce-controlled military products, commercial satellites, and dual-use technologies applicable in sectors such as oil and gas production, desalination, and civil nuclear power generation. Furthermore, this reclassification eliminates previous restrictions on support for the UAE’s unmanned aerial vehicle programs.

Decision Strengthens US-UAE Strategic Partnership

According to the Commerce Department, these measures are designed to bolster the UAE’s commercial, infrastructure, and defense capabilities while enhancing its ability to further US interests in the Middle East. The decision underscores the military partnership between the two nations and reflects the UAE’s commitment to preventing the diversion or misuse of sensitive American technology.

The UAE Embassy in the US welcomed the decision, stating that it affirms decades of robust cooperation between the UAE and the US in technology, security, trade, and investment.

Additionally, the Commerce Department has authorized the UAE government and select companies to receive advanced computing products, including AI chips and servers, without individual licenses. This is part of the US-UAE Artificial Intelligence Cooperation framework established in May 2025, which includes commitments for matching investments in AI digital infrastructure within the United States.

UAE Minister Welcomes Landmark Decision

Saeed Al Hajeri, UAE Minister of State, expressed that the decision reflects international confidence in the UAE’s export control and compliance framework. He emphasized that this move reinforces the UAE’s standing as a reliable US partner in strategic technologies. Al Hajeri described the elevation to Country Group A:5 as a significant milestone in the bilateral partnership, highlighting that the UAE is now the first Arab nation to achieve this designation.

Greater Opportunities for AI, Space, and Research

Al Hajeri further noted that the new designation acknowledges the strength of the UAE’s export-control and compliance framework. It enhances the UAE’s role as a trusted partner in the development and deployment of strategic technologies, including AI, advanced computing, semiconductors, quantum technologies, space systems, and civil nuclear technologies.

The minister clarified that this new status would foster deeper collaboration in research and development, investment, and resilient supply chains, providing access to advanced technologies with global partners. He attributed this achievement to the vision of President Sheikh Mohamed bin Zayed Al Nahyan, whose leadership has established trust, credibility, and responsible innovation as the cornerstones of the UAE’s global partnerships.
