Dubai Health Authority Launches Unified Medical Report Project to Strengthen Services for People of Determination
Dubai: The Dubai Health Authority (DHA) has introduced the ‘Unified Medical Report for People of Determination,’ a groundbreaking initiative designed to create a standardized medical reference for diagnostic and classification processes. This project aligns with the ‘One Government’ approach, facilitating integrated digital systems across various entities.
The initiative is part of the ‘People of Determination Services Team’ under the ‘City Makers’ initiative, spearheaded by the General Secretariat of The Executive Council of Dubai. This collaborative effort includes key organizations such as the Community Development Authority in Dubai (CDA), Dubai Health, the Dubai Government Human Resources Department, the Knowledge and Human Development Authority, Dubai Police, Parkin Company, the Dubai Autism Centre, and the Dubai Club for People of Determination. Together, these entities aim to deliver integrated and proactive services for People of Determination and their families.
The announcement was made during a virtual forum organized by the CDA in partnership with the DHA, where the project’s key components were discussed, highlighting its role in enhancing the customer journey and improving access to services.
Proactive Services
The unified medical report seeks to standardize diagnostic and classification mechanisms, thereby enhancing the accuracy of assessments. This initiative aims to establish a reliable data foundation that enables relevant entities to deliver proactive services, ultimately improving both access to services and their integration.
Integrated Digital System
Central to this project is an integrated digital system that connects the NABIDH platform, a medical record exchange system that facilitates health information sharing among healthcare providers. This integration allows for the issuance of unified medical reports in accordance with the International Classification of Diseases (ICD-10), thereby bolstering the reliability of health data and enhancing evidence-based decision-making.
The project introduces a fully integrated digital journey, beginning with case assessments at accredited healthcare facilities. This process includes diagnosis registration, the preparation of a unified medical report, and culminates in the issuance of the SANAD card. This streamlined approach enables People of Determination to access services efficiently through digital channels.
Strategic Value Supporting Digital Transformation
The DHA has indicated that this project is expected to expedite access to services while ensuring consistent and equitable assessments. It also aims to enhance the efficiency of the broader government system by improving diagnostic accuracy and strengthening data integration across various entities.
Additionally, the project supports Dubai’s digital transformation agenda, reinforcing data-driven decision-making and advancing the ‘One Government’ approach through system integration and the standardization of procedures.
Dr. Atef Abdullateef Saleh, Head of the General Medical Committee Office at the DHA, emphasized that the project represents a significant advancement in the medical assessment system. He noted that it standardizes criteria, enhances the customer experience, strengthens the reliability of medical reports, and reduces variability in case evaluations.
Dr. Saleh further stated that adopting unified methodologies based on the International Classification of Diseases and functional impact assessments would ensure fairness and transparency in classification. This approach aligns with Dubai’s ambition to develop an advanced, integrated, and data-driven health system that meets global best practices.
Maitha Al Shamsi, Executive Director of the Community Empowerment Sector at the CDA, remarked that the project exemplifies an advanced model of government integration. It underscores efforts to improve the quality of life for People of Determination and their families through interconnected social and health services supported by accurate data and an integrated digital ecosystem.
Al Shamsi added that the initiative simplifies the customer journey and facilitates more efficient access to services. This supports greater social inclusion and reinforces principles of fairness and equal opportunity, in line with the objectives of the Dubai Social Agenda 33. The project also highlights Dubai’s commitment to innovative and proactive approaches to social development.
This initiative is part of a broader suite of programs being implemented by the People of Determination Services Team under the ‘City Makers’ initiative, aimed at delivering seamless, integrated, and proactive services across participating entities.
