The Ministry of Human Resources and Emiratisation (MOHRE) has recently made significant strides in enhancing the healthcare coverage for private-sector workers and domestic helpers in the UAE. The network of approved healthcare providers has grown dramatically from 100 to 380, offering a more extensive range of services than ever before.
Comprehensive Healthcare Services
The expanded insurance network brings an array of essential services for beneficiaries. Included in this coverage are treatments for chronic illnesses that do not require waiting periods, as well as emergency care, ambulance services, and even telemedicine options. Beneficiaries can also access free consultations and laboratory tests, which are vital for preventive health measures.
Two-Year Validity and Refund Policy
The healthcare insurance policy is valid for a full two years. A notable feature of this policy is its refundability; should a work permit be canceled during the first year, the fee for the second year is refundable. This flexibility is designed to enhance job stability and improve the quality of life for workers across the private sector in the UAE.
Financial Relief for Employers
One of the key benefits highlighted by MOHRE is the financial relief this scheme offers employers. By providing comprehensive healthcare coverage at a significantly reduced cost compared to direct medical expenses, employers can manage their costs more effectively. This initiative also aligns with the UAE’s objectives to boost competitiveness in the labor market and strengthen health and social protection standards.
Nationwide Health Insurance Rollout
The basic health insurance package was initiated to deliver affordable coverage specifically for private-sector workers and domestic helpers in the emirates of Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah. This rollout is part of a Cabinet decision aimed at establishing nationwide health insurance coverage, set to begin on January 1, 2025.
Cost-Effective Insurance Package
The annual cost of this health insurance remains remarkably low at Dh320, making it one of the most affordable health insurance options available in the UAE. Notably, the same benefits and favorable rates extend to the dependents of insured workers, ensuring family health security, which is an essential aspect of employee well-being.
Co-Payments and Coverage Details
Under the new policy, in-patient treatment includes a 20% co-payment that is capped at Dh500 per visit, with a limit of Dh1,000 annually. For outpatient services, the co-payment stands at 25%, limited to Dh100 per visit. Importantly, there are no co-payments for follow-up visits related to the same condition within a week. Additionally, medication costs carry a 30% contribution, capped at Dh1,500 per year, making healthcare more accessible.
Mandatory Insurance Requirement
For employers, it is now mandatory to purchase this health insurance policy when issuing or renewing residency permits for their employees. All coverage arrangements must be made through approved insurance networks, with employers covering the entire cost. This requirement extends to sponsors of domestic workers, emphasizing the UAE’s commitment to worker welfare.
Continuous Improvement through Feedback
MOHRE has conducted an impact assessment of the healthcare insurance package as of December. This thorough review included gathering feedback from customers and analyzing implementation outcomes to ensure the initiative meets labor market demands. A public consultation has also been initiated to solicit recommendations for further enhancements, reflecting ongoing dedication to improving healthcare access and quality for workers throughout the UAE.
