Dubai’s 04 Platform Strengthens Communication with Government Entities for Resident Feedback

Dubai has launched a new initiative aimed at enhancing communication between residents and government entities. The 04 platform, introduced on March 21, 2023, by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, is designed to facilitate direct feedback from the public to various government bodies, including the Dubai Police, the Department of Economy and Tourism, and the Dubai Health Authority.

Overview of the 04 Platform

The 04 platform serves as a unified customer service interface, integrating over 40 government entities and organizations in Dubai. Its primary goal is to streamline communication between residents and authorities, allowing users to submit suggestions, complaints, and other feedback efficiently. This initiative aligns with Dubai’s Services 360 policy, which aims to transform public services into a fully integrated, proactive, and digital system.

Digital Dubai, the authority responsible for managing the emirate’s digital services, emphasizes that the 04 platform is a key component in enhancing the overall service experience for residents. The platform is designed to gather insights from the public to continuously improve governmental services and establish a modern governance model.

Functionality of the 04 Platform

The 04 platform offers four distinct functions for residents to engage with government entities:

  • Suggest: This section allows users to propose new ideas for improving government services or transactions.

  • Complain: Residents can submit grievances regarding any procedures or transactions related to government services.

  • Comment: This feature enables users to express opinions, whether positive or constructive, about government services.

  • Participate: Users can engage in discussions on key topics affecting the city, respond to official polls, and provide feedback through surveys.

Entities Accessible Through the Platform

The 04 platform connects residents with a wide array of government entities, including but not limited to:

  • Community Development Authority
  • Department of Economy and Tourism
  • Dubai Civil Defense
  • Dubai Courts
  • Dubai Health Authority
  • Dubai Police
  • Roads and Transport Authority

This extensive list ensures that residents can address their concerns or suggestions to the relevant authority swiftly.

How to Utilize the 04 Platform

Engaging with the 04 platform is straightforward and can be completed in under two minutes. Residents can follow these steps:

  1. Visit the platform’s website: 04.gov.ae.
  2. Navigate to ‘Platform Services’ and select a category: Suggestions, Complaints, Comments, Surveys, Polls, or Discussions.
  3. Fill out the required information in the form that appears. Users can also opt to record a voice note instead of typing. For complaints, there is an option to suggest a solution.

Additionally, residents can provide their mobile number and upload any supporting documents, although this step is optional. After submission, users will receive a reference number to track their case and follow up as needed.

The platform also accommodates feedback through its WhatsApp Business account, allowing residents to message directly for a more convenient experience.

Response and Processing Times

The 04 platform aims to respond to complaints and comments within five working days. Suggestions typically take about 15 working days for processing. This commitment to timely responses underscores the platform’s goal of fostering effective communication between residents and government authorities.
