Navigating Retirement in Dubai: Essential Insights on Health Insurance, Consultancy Opportunities, and Family Sponsorship

Dubai is becoming an increasingly attractive destination for retirees, whether they have spent years working in the UAE or are considering a fresh start in this vibrant city. The introduction of Dubai’s five-year retirement visa provides eligible individuals with a pathway to establish a long-term residence. However, prospective retirees must navigate several practical considerations to ensure a smooth transition into this new phase of life.

Is Health Insurance Mandatory?

Health insurance is a crucial requirement for obtaining Dubai’s five-year retirement visa. Unlike during employment, when health insurance is typically provided by employers under UAE Labour Law, retirees must secure their own coverage.

Dr. Abdul Wasay Mohammed, Senior Manager of Medical Claims at Watania Takaful Insurance Company, emphasizes the importance of early planning. He advises residents to begin comparing health insurance policies well before their retirement date. The process can be time-consuming and requires customization, often involving multiple documents and possibly medical assessments.

When applying for health insurance, retirees must complete a Medical Assessment Form (MAF), which includes 15 to 20 questions regarding their medical history, including any pre-existing conditions. Accurate disclosure of these conditions is vital, as it influences the insurance company’s assessment, coverage options, and premium calculations. Dr. Mohammed notes that a report from a treating physician may be necessary to provide additional details on required medications and potential medical procedures.

How Much Does Health Insurance for a Retiree Cost?

The cost of health insurance for retirees varies significantly based on factors such as age, medical history, hospital network preferences, and geographical coverage. Dr. Mohammed outlines indicative annual premiums across different age brackets:

  • Ages 60 to 65: approximately AED 8,000 to AED 15,000
  • Ages 65 to 70: approximately AED 12,000 to AED 20,000
  • Above 70: approximately AED 18,000 to AED 35,000 or more

These figures represent estimated costs for a one-year health insurance policy, and actual premiums may differ based on individual circumstances.

Can I Still Work if I Am on a Retirement Visa?

For retirees seeking additional income, consultancy work offers a viable option. Ahmed El Naggar, Founder and Managing Partner of Elnaggar & Partners, explains that retirees can leverage their expertise by taking on consulting roles. However, full-time employment may present challenges due to regulatory requirements.

An employment permit must be approved by the Ministry of Human Resources and Emiratisation (MOHRE) and is issued annually. Conversely, retirees can establish their own consulting businesses while remaining on a retirement visa. To do so, they would need to obtain a freelance or service license, depending on the nature of their consulting services.

Can I Sponsor My Family on the Retirement Visa?

Retirees holding either a five-year retirement visa or a ten-year Golden Visa have the option to sponsor certain family members. According to El Naggar, eligible dependents include:

  • Sons up to the age of 25
  • Unmarried daughters of any age

Additionally, retirees may be able to sponsor their parents, provided they can demonstrate dependency. Although parents are not typically classified as dependents for visa purposes, retirees can petition the immigration department to grant dependent status if they can substantiate their parents’ reliance on them. This may require a formal Consular Affidavit or Dependency Certificate from the retiree’s home country consulate in Dubai.
