UAE and Serbia Strengthen Family Empowerment and Child Protection Through New Cooperation Agreement

Belgrade: The Ministry of Family of the United Arab Emirates has formalized a cooperation agreement with Serbia’s Ministry for Family Care and Demography. This agreement, aimed at enhancing family preservation, empowerment, and child protection, was signed during the international expert conference “One Heart More,” held in Belgrade on May 24-25, 2026. The event brought together decision-makers, institutional representatives, and international experts focused on healthcare and family policies.

The agreement was signed by Sana bint Mohammed Suhail, UAE Minister of Family, and Jelena Žarić Kovačević, Serbia’s Minister of Family Welfare and Demography. The signing took place in the presence of Ahmed Almenhali, UAE Ambassador to Serbia, along with various officials from both nations.

This initiative aligns with the Comprehensive Strategic Partnership Agreement (CEPA) established between the UAE and Serbia in 2022, underscoring both countries’ commitment to enhancing cooperation in family and community-related matters.

Shared Commitment to Family and Community Wellbeing

The agreement emphasizes the vital role of families as the foundation of a cohesive and sustainable society. It aims to address pressing social and demographic challenges through innovative policies and initiatives that support family stability and community quality of life.

Key areas of cooperation outlined in the agreement include:

  • Population and demographic policies
  • Fertility enhancement initiatives and work-life balance
  • Early childhood development
  • Community involvement in caring for children and the elderly
  • Promotion of family wellbeing and cohesion

Additionally, the agreement includes provisions for monitoring the effects of aging on family life, fostering intergenerational solidarity, and enhancing collaboration in reproductive health and demographic capacity-building.

Ministerial Insights and Strategic Vision

Minister Sana bint Mohammed Suhail stated that the signing of the agreement reflects the UAE’s dedication to strengthening international partnerships that advance family and community systems. She emphasized the importance of exchanging successful experiences and expertise in family empowerment and child protection, which contribute to building stable and cohesive societies.

She noted that this approach aligns with the UAE leadership’s vision, which prioritizes family as a cornerstone of societal stability and development. The UAE is committed to developing an integrated system to support families and improve quality of life through specialized policies and initiatives. These efforts are in line with the objectives of the “Year of Family” and the National Family Growth Agenda 2031, which aims to strengthen family stability and empowerment.

A New Chapter in Bilateral Relations

Minister Kovačević described the signing of the memorandum of understanding with the UAE as a significant milestone in bilateral relations. She highlighted the focus on investing in families and children, aiming to create a sustainable demographic future for upcoming generations.

The agreement arrives at a time when the UAE is solidifying its global leadership in developing innovative solutions for family development. Serbia is also actively working on strategic population policies to create a supportive environment for parents.

Kovačević noted that the agreement provides a framework for unifying efforts, exchanging expertise, and jointly developing policies that enhance the economic security of families, promote better work-life balance, and support sustainable demographic renewal.

Implementation and Future Initiatives

Under the terms of the agreement, both nations will implement joint programs and initiatives. This will involve the exchange of knowledge, expertise, best practices, and innovative solutions. The collaboration will also extend to organizing conferences, specialized forums, and academic visits.

Furthermore, cooperation will encompass international events and organizations focused on family and demographic issues. This partnership aims to develop sustainable solutions to contemporary family and societal challenges, leveraging advanced technologies, artificial intelligence, robotics, and digital solutions to support family policies and initiatives.

During her visit, Minister Sana bint Mohammed Suhail also met with Dr. Djuro Macut, Prime Minister of Serbia. Both leaders reaffirmed their commitment to strengthening the strategic partnership between the UAE and Serbia, praising the strong, friendly relations based on cooperation, mutual respect, and trust.

The discussions highlighted the distinguished relationships between President His Highness Sheikh Mohamed bin Zayed Al Nahyan and President Aleksandar Vučić of Serbia, emphasizing the importance of expanding cooperation, particularly in family policy and women’s empowerment in social affairs.
