Rubio Strengthens US-India Relations During Visit Amid Tariff and Energy Challenges

NEW DELHI: U.S. Secretary of State Marco Rubio met with Indian Prime Minister Narendra Modi on Saturday to discuss trade and energy, aiming to reinforce relations that have been strained by tariffs imposed by Washington and growing ties between the U.S. and India’s rivals, Pakistan and China. This visit comes in the wake of the Biden administration’s focus on India as a crucial strategic partner, highlighted during Modi’s state visit in 2023.

Rubio emphasized the potential for U.S. energy products to diversify India’s energy supply, stating that the U.S. is committed to ensuring that Iran does not dominate the global energy market. The ongoing energy crisis linked to the conflict in Iran has complicated U.S. efforts to reduce India’s reliance on Russian oil.

Historically, U.S. administrations, including that of Donald Trump, have sought to draw India closer to counterbalance Russian and Chinese influence in the Indo-Pacific region. However, these efforts faced setbacks last year when Trump imposed significant tariffs on Indian goods.

Rubio Seeks to Restore Ties Hurt by Tariffs

While some tariffs have been rolled back in an interim agreement, a comprehensive trade deal between the two nations remains elusive. The U.S. has also strengthened its relationship with Pakistan, complicating the dynamics of U.S.-India relations, especially as Islamabad plays a key role in mediating the Iran conflict.

During the meeting, Modi reiterated India’s commitment to peace and dialogue but did not specifically address the issue of Iran. Rubio extended an invitation from President Trump for Modi to visit the White House soon, according to U.S. Ambassador to India Sergio Gor.

Concerns regarding U.S.-India relations have been heightened by Trump’s recent visit to Beijing, which has led to anxiety in New Delhi. Basant Sanghera, a former State Department South Asia policy expert, noted that Trump’s approach has created significant apprehension in India, although he acknowledged that both sides are working to stabilize ties and find common ground.

Influential Ambassador

U.S. Ambassador Sergio Gor, who has been referred to as “the India whisperer,” arrived in New Delhi in January with the goal of resetting bilateral relations. Gor, a close ally of Trump and a former White House adviser, has been active in facilitating discussions between the two nations.

In February, the U.S. and India reached a framework for an interim trade agreement that reduced tariffs on Indian goods from 50% to 18%. However, the U.S. Supreme Court’s decision to strike down these tariffs in late February complicated the situation, effectively lowering the duty rate on Indian goods to 10%. New Delhi is currently considering its options as the Trump administration continues investigations into unfair trade practices, which could reinstate many of the previous tariffs.

Ongoing Trade Tensions

India has expressed interest in a visit from Trump, particularly in connection with a summit of the Quad group, which includes the U.S., India, Japan, and Australia. However, analysts suggest that trade tensions and other distractions, such as the U.S.-Israeli conflict regarding Iran, have hindered this possibility.

Richard Rossow from the Center for Strategic and International Studies expressed skepticism about Rubio’s ability to significantly alter the current trajectory of U.S.-India relations. He noted that the absence of a finalized trade agreement, more than three months after the announcement of the interim deal, casts a shadow over other areas of cooperation.

Rubio is scheduled to attend a Quad meeting in India next week, marking the third such gathering without leader-level engagement, which Rossow described as an “unannounced downgrade” of the grouping. During his visit, Rubio acknowledged India’s role in hosting the upcoming Quad Foreign Ministers’ Meeting, although his statement did not address India’s requests for Trump’s participation.
