Dr. Al Sabousi highlighted the close coordination among Dubai Courts, the Public Prosecution, and the Judicial Inspection Authority, ensuring that justice is delivered efficiently and effectively.

The report detailed that 43 legislative enactments regulating judicial work were issued in 2025, alongside 66 resolutions from the Judicial Council. A total of 83 studies were completed to support the development of services, projects, and legislation.

Membership and Training Initiatives

The Judicial Authority’s membership has reached 522, following the appointment of 86 new members, with female representation increasing to 6.5%. Furthermore, 92 training programs were conducted, totaling 2,601 training hours and benefiting 376 participants.

Performance metrics indicate that the Public Prosecution registered 66,933 criminal cases and processed 59,421 cases, achieving an impressive investigation and indictment accuracy rate of 94.2%. Court accuracy rates stood at 86.5% for Courts of First Instance and 87.1% for the Court of Appeal. The average time to rule on cases in Courts of First Instance was 114 days, with a settlement rate of 90%.

The total value of case settlements and requests brought before Dubai Courts reached AED10.2 billion, including AED3.68 billion processed through enforcement proceedings.

Digital Transformation and Technological Advancements

The report also highlights significant strides in digital transformation within the judicial system. Dubai Courts completed 1.7 million smart requests, conducted 24,507 remote hearings, and published 21,121 judicial rulings. The Public Prosecution processed 23,438 smart bail applications, while blockchain-based transactions reached 173,013 requests.

Key achievements include the establishment of the Dubai Centre for Judicial Expertise, the launch of a digital pathway for criminal cases, the creation of a Judicial Control Room, and the regulation of housing construction dispute settlements for UAE citizens.

The Dubai Judicial Council reaffirmed its commitment to upholding justice, equality, and the rule of law, supporting Dubai’s sustainable development through a modern, efficient, and independent judicial system.
