Dubai: In a significant initiative to enhance the wellbeing of People of Determination, the Community Development Authority (CDA) in Dubai has successfully completed 10,363 calls aimed at assessing their needs and improving communication channels. This effort reflects the ongoing commitment of the Dubai government to foster an inclusive environment for all residents.

Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of the Higher Committee for the Protection of the Rights of People of Determination, presided over the Committee’s second meeting of 2026 at the Knowledge and Human Development Authority (KHDA). The meeting brought together committee members and representatives from various government entities to discuss advancements in safeguarding the rights of People of Determination.

During the meeting, Sheikh Mansoor emphasized Dubai’s dedication to protecting the rights of People of Determination through a comprehensive government framework. Of the 10,363 calls made, 693 were directed to deaf and hard-of-hearing individuals through the Sanad Relay application, while 9,670 calls reached individuals from other disability categories.
Hessa bint Essa Buhumaid, Director-General of the CDA, highlighted the importance of this communication initiative. She noted that it reflects the CDA’s proactive approach to ensuring social services remain accessible to all community members, especially during exceptional circumstances. Accessibility Initiatives in Transportation
The Roads and Transport Authority (RTA) reviewed initiatives aimed at improving access to transportation services for People of Determination. Key measures include allowing free use of paid parking spaces, installing awareness signage regarding misuse penalties, and enhancing public understanding of the importance of designated parking permits.
The RTA has also integrated technology with the CDA to verify the validity of the ‘Sanad’ card before issuing permits. This initiative includes monitoring the use of designated parking spaces to ensure services effectively reach eligible beneficiaries.

The Dubai Government Human Resources Department (DGHRD) is working on developing an Inclusive Employment Policy and Procedures Guide. This includes training programs to enhance workplace readiness and vocational rehabilitation programs tailored for People of Determination.
The Dubai Municipality is also strengthening the implementation of the Dubai Building Code to ensure compliance with accessibility requirements. Collaborations with Google Maps aim to identify and upload accessible locations for People of Determination onto digital platforms.

A significant highlight of the meeting was the signing of the ‘Dubai Communicates in Sign Language Pledge,’ aimed at promoting inclusive communication for the deaf and hard-of-hearing community.
