UAE Launches AED 1 Billion Space Cooperation Programme to Propel Mars-to-Moon Ambitions

On May 19, 2026, the United Arab Emirates (UAE) marked a significant milestone in its space exploration journey with the launch of the AED 1 billion UAE Space Cooperation Programme. His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Supreme Space Council, announced this initiative aimed at fostering international collaboration in space research and development.

The UAE, which lacked a space agency just 12 years ago, has rapidly evolved into a key player in the global space arena. The newly launched programme is designed to enhance local capabilities in advanced space technologies and empower Emirati talent to contribute to the future of the space industry. Sheikh Hamdan emphasized the UAE’s strategic vision to develop its space sector as part of a broader shift towards a knowledge-based economy.

UAE’s Position in the Global Space Race

To appreciate the significance of the UAE Space Cooperation Programme, it is essential to understand the country’s current standing in the global space landscape. The UAE made history on February 9, 2021, when it achieved the fifth successful Mars orbital insertion with its Hope Probe. Established in 2014, the UAE Space Agency has since produced approximately 9 terabytes of data from the Hope Probe, disseminated across 16 releases to over 200 research institutions worldwide. This data has significantly contributed to global research on Martian atmospheric dynamics and seasonal climate processes.

In 2025 alone, the UAE launched six satellites, including the Thuraya-4 and MBZ-SAT, which are recognized as the region’s most advanced satellites for high-resolution Earth observation. Additionally, Space42 successfully integrated and tested three satellites for Synthetic Aperture: Foresight-3, 4, and 5, delivering high-resolution data crucial for disaster response, climate monitoring, and urban planning.

In June 2025, the UAE proposed the establishment of an Expert Group on Space Situational Awareness to the UN Committee on the Peaceful Uses of Outer Space. The proposal received unanimous support from major space-faring nations, including the United States, France, the UK, China, Russia, Japan, India, Egypt, Nigeria, and Brazil, showcasing the UAE’s leadership in global space governance.

Objectives of the UAE Space Cooperation Programme

The AED 1 billion investment in the UAE Space Cooperation Programme is part of a larger financial commitment exceeding AED 44 billion aimed at bolstering the space sector. This funding is expected to double space economy revenues and increase the sector’s economic value by 60%, as stated by UAE Space Agency Director-General Salem Al Qubaisi. The programme specifically targets international partnerships and technology localization, aligning with the National Space Strategy 2031 launched by Sheikh Mohammed bin Rashid Al Maktoum.

The strategy aims to position the UAE among the world’s top 10 space economies by 2031. Although the UAE currently ranks outside this elite group, its rapid advancements in space exploration suggest that this goal is within reach. The trajectory from having no space agency to successfully reaching Mars in just seven years underscores the UAE’s commitment to achieving its ambitious targets.

The Rashid 2 Rover and Future Missions

The UAE Space Cooperation Programme lays the groundwork for future milestones, including the upcoming Rashid 2 Rover mission. The rover has successfully completed environmental and mechanical testing in the UAE and is set for shipment to the United States ahead of its planned lunar launch in 2026. The rover will be deployed on Firefly Aerospace’s Blue Ghost lander, aiming to explore the Moon’s far side, joining an exclusive group of nations that have ventured into this uncharted territory.

In addition to the lunar mission, the Emirates Mission to the Asteroid Belt has completed its Critical Design Review and is transitioning into the assembly, integration, and testing phase. This ambitious seven-year deep-space mission will target the main asteroid belt between Mars and Jupiter, marking a significant leap in the UAE’s space exploration capabilities.

Competitive Landscape and UAE’s Strategic Advantages

The UAE Space Cooperation Programme emerges at a time when regional competition in the space economy is intensifying. Saudi Arabia has enhanced its capabilities in human spaceflight and satellite production, while Oman is developing the Etlaq launch site to establish itself as a regional space transport hub. China’s engagement with Gulf astronauts and its Belt and Road space initiative further complicate the competitive landscape.

However, the UAE’s distinct advantages lie in its leadership roles. The country heads the UN’s Expert Group on Space Situational Awareness and was an early signatory to the Artemis Accords in 2020. Its comprehensive knowledge in deep space exploration, human spaceflight, and satellite communications positions it favorably against its regional counterparts. The UAE’s $12 billion investment in space infrastructure is aimed at meeting the growing demand for communication and observation data while attracting private investments in cutting-edge technologies.

The UAE is not merely entering the space race; it is solidifying its status as a leader in the field. The launch of the AED 1 billion International Space Cooperation Programme is a testament to the nation’s commitment to maintaining its elite position in the global space community.
