He emphasized a commitment to decentralizing power and fostering collaboration among regions as part of a ten-year plan aimed at promoting sustainable economic growth.

A Vision for Decentralization

In his address, Burnham, who is expected to assume office on July 20, articulated his intention to initiate what he termed “the biggest rebalancing of power” in the UK. His proposals include increasing the availability of social housing, granting local governments greater control over utilities such as water, and addressing the ongoing cost-of-living crisis—all while adhering to the current government’s fiscal constraints.

Burnham’s approach draws heavily from his tenure as the mayor of Greater Manchester, where he prioritized collaboration with businesses, local politicians, and community organizations to fulfill commitments. He criticized the outgoing Prime Minister Keir Starmer’s leadership, asserting that the “business as usual” mentality has failed to improve living standards for many citizens.

A Call for Collaborative Politics

“I am going to give Britain the circuit breaker it needs by building a more collaborative politics in Westminster,” Burnham stated, emphasizing the need to transfer power from central authorities to local communities. He urged his audience, which included fellow regional mayors and lawmakers, to envision a future where “good growth” is realized in every postcode.

His remarks also seemed aimed at countering the rising influence of Nigel Farage’s Reform UK party, as he called for a shift away from divisive politics. Shevaun Haviland, director general of the British Chambers of Commerce, underscored the importance of local businesses in the devolution agenda, stating that the primary challenge for any leader remains delivering economic growth across the UK.

Addressing concerns from financial markets regarding potential increases in borrowing, Burnham reassured stakeholders that his plans would not compromise fiscal stability. He emphasized his commitment to maintaining sound public finances while pursuing political reform.

While Burnham’s proposals were met with enthusiasm from Labour lawmakers, including former health minister Wes Streeting, who expressed renewed hope for the party, significant challenges loom ahead. Burnham, often referred to as the “King of the North,” will need to navigate issues such as sluggish economic growth, the rise of populist sentiments, and the ongoing cost-of-living crisis, all within a constrained fiscal environment.

Opposition parties quickly criticized Burnham for not taking questions following his speech, questioning the depth of his plans. Kemi Badenoch, leader of the Conservative Party, remarked that Burnham’s approach seemed limited to directing mayors to resolve issues independently. Richard Tice of Reform UK labeled the speech as indicative of “Burnham’s coup,” calling for a general election to ensure democratic legitimacy.

As Burnham prepares for a potential leadership role, the political landscape remains fraught with challenges. His ability to implement his vision for a more collaborative and decentralized political system will be closely scrutinized in the coming months.
